France Government Tenders

France has one of the largest public procurement markets in the world, but it is published across several channels rather than one register. National and higher-value notices appear in the BOAMP (Bulletin officiel des annonces des marchés publics), while central government bodies run their procedures on PLACE (marches-publics.gouv.fr). Below that sits a long tail of buyer profiles (profils d'acheteur) operated by regions, départements, communes, hospitals and other public establishments, each hosting its own dossier de consultation. Dematerialised procedures are compulsory above the national threshold, so bids are submitted electronically and documents are exchanged through the platform. The DUME, the French version of the European Single Procurement Document, replaces much of the up-front paperwork with a self-declaration. Alongside the classic open and restricted procedures, French buyers make heavy use of accords-cadres (framework agreements) and of the procédure adaptée (MAPA) for lower-value contracts, where they have real freedom in how they consult the market. Public policy pushes hard on allotissement, splitting contracts into lots specifically so that smaller firms can bid, and on environmental and social clauses, which now appear in most award criteria. For a foreign supplier the practical barrier is language and format rather than access: everything is open, but the file is French.
