Finland concentrates its tender notices on HILMA (hankintailmoitukset.fi), the statutory national portal where every contracting authority must publish contracts above the national threshold. The portal covers ministries and state agencies, some three hundred municipalities, universities, and the wellbeing services counties that took over health and social care and now form one of the largest single blocks of public spending in the country. Hansel acts as the central purchasing body for the state and, increasingly, for municipal buyers, running framework agreements and dynamic purchasing systems that many suppliers use as their route into the public sector. E-procurement is standard, with bids submitted through the platform named in the notice and the ESPD used for eligibility. Finnish buyers rely heavily on the open procedure and on dynamic purchasing systems, the latter allowing new suppliers to join at any point rather than waiting years for a re-tender. Award criteria are usually quality-weighted, and buyers expect concrete, verifiable evidence rather than marketing claims. Sustainability and lifecycle criteria are common, particularly in construction, food services and ICT. Documents are typically in Finnish, sometimes Swedish, with English appearing mainly in specialised or above-threshold procurements.
