Croatia publishes every public tender on EOJN RH, the Electronic Public Procurement Classifieds (eojn.hr), a single mandatory national platform run by the Ministry of Economy. Coverage is genuinely national: ministries and state agencies, the 20 counties and the City of Zagreb, hospitals and health institutes, schools and universities, and utilities in energy, water and transport all publish there. The platform also carries the high-volume simplified procedure known as jednostavna nabava, which sits below the EU advertising thresholds and never reaches TED, so a large share of the accessible market is visible only on the national portal. Published notices, including full requirements and evaluation criteria, are readable without an account; the accompanying procurement documentation - technical specifications, bills of quantities and draft contracts - requires a free supplier registration. Electronic submission is the norm and the ESPD handles eligibility declarations. The open procedure dominates above threshold, with framework agreements common in supplies and services. Croatian rules apply green public procurement criteria to a defined list of product groups, so environmental requirements often appear as non-negotiable specifications rather than scored extras. Deadlines are enforced strictly and are published in local time.
