Energy procurement is a strategically important category for public authorities worldwide, covering the supply of electricity, natural gas, heating fuels, petroleum products, and increasingly renewable energy sources. The energy transition under the Green Deal and REPowerEU plan has fundamentally reshaped public energy procurement. Governments are shifting from conventional fossil fuel supply contracts toward renewable energy power purchase agreements, green electricity guarantees of origin, and district heating from sustainable sources. The Baltic states have set ambitious renewable energy targets, driving procurement of wind and solar energy, biomass fuels, and energy storage solutions for public buildings and infrastructure.
Energy suppliers competing for public contracts should be prepared to demonstrate competitive pricing transparency, supply security guarantees, carbon intensity reporting, and the ability to provide renewable energy certificates. Framework agreements are the dominant procurement vehicle for energy supply, typically spanning one to four years with options for extension.
