Original Tender Description

The objective of the work is to map all permits, licenses, certificates, and registrations that fall outside the scope of the General Part of the Economic Activities Code Act, as well as the data contained therein and requested during the application process, i.e., data compositions, and to compile a comprehensive, structured, and easily processable data table for the contracting authority. The mapping will provide a basis for giving entrepreneurs a more comprehensive and transparent overview of other permits and will support the development of personalized services and the goal of reducing administrative burden in the future. More detailed conditions are provided in the tender documents.

Tender Quality Score

This tender for mapping permits and data compositions is generally well-structured, with clear objectives and evaluation criteria. However, it lacks explicit mention of green procurement and social aspects, and the reliance on external documents for detailed requirements slightly impacts completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal requirements, including a clear procedure and proper CPV code. Deadlines are reasonable, and no disputes are noted. The procedure type 'A' (likely open procedure) and status '11' (likely published) suggest standard legal adherence.

Clarity80/100

The core objective of mapping permits and data compositions is clearly stated. Key evaluation criteria (cost and project plan) are specified with relative weightings. However, detailed conditions and qualification requirements are deferred to external documents, which could be more integrated.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and deadlines. However, the reliance on 'riigihanke alusdokumentides' (tender base documents) for crucial details like qualification criteria and specific conditions means not all information is directly within the main tender notice, impacting overall completeness.

•Detailed qualification and specific conditions are referenced in external documents.
Fairness85/100

The tender is fair, with a disclosed value and objective evaluation criteria (cost and project plan/schedule with equal weighting). E-procurement is utilized, and deadlines appear reasonable. There are no obvious requirements tailored to specific companies.

Practicality65/100

E-submission is mandated, which is practical. However, the need to access multiple external documents for full understanding (qualification, contract, technical specs) reduces immediate practicality. The contract start date is not explicitly stated, and financing information is limited to the estimated value.

•Reliance on multiple external documents for full understanding.
•Contract start date not explicitly stated.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated logically. The dates provided (reveal, submission, opening) are sequential and consistent. No suspensions or disputes are indicated.

Sustainability50/100

The tender is marked as 'EU Funded', which implies adherence to certain EU standards. However, there is no explicit mention of green procurement criteria, social aspects, or innovation focus within the provided information.

•No explicit green procurement criteria.
•No explicit social aspects or innovation focus.

Strengths

Clear objective and scope of work.
Objective and weighted evaluation criteria.
Use of e-procurement and electronic submission.
Reasonable deadlines and disclosed value.

Concerns

Lack of explicit sustainability (green/social/innovation) criteria.
Reliance on external documents for detailed requirements.
Contract start date not specified.

Recommendations

1. Integrate key qualification and technical requirements directly into the main tender notice for improved clarity and completeness.
2. Consider incorporating specific green or social procurement objectives to align with modern public procurement practices.
3. Specify the intended contract start date to provide bidders with a clearer project timeline.
