Tender Quality Score

This tender for natural gas procurement demonstrates good structural elements and clear evaluation criteria, but is significantly hampered by critical data inconsistencies and a restrictive participant limit.

Score Breakdown

Legal Compliance75/100

The tender provides a reasonable submission deadline and utilizes the ESPD, indicating adherence to some EU principles. However, the procedure type is vaguely defined ('A' with N/A code), and limiting participants to three in a negotiation procedure raises concerns regarding full compliance with competition principles, even for a national simplified procedure.

•Vague procedure type ('A' with N/A code)
•Limitation to 'Max Participants: 3' in a negotiation procedure
Clarity70/100

While evaluation criteria and general requirements are clearly stated, a critical inconsistency exists regarding the natural gas consumption volume (825 MWh for 12 months in the description vs. 825 MWh for 16 months in requirements/technical specs). This ambiguity can lead to incorrect bids.

•Inconsistent natural gas consumption volume (825 MWh for 12 months vs. 16 months)
Completeness80/100

The tender includes all basic information, deadlines, value, and a comprehensive set of documents. Requirements and criteria are well-defined. Minor gaps include a general 'undetermined' location despite specific consumption points mentioned, and the consumption volume inconsistency impacts the completeness of accurate technical data.

•Slight ambiguity in location information ('Täpne piirkond määramata')
•Inconsistent consumption volume impacts completeness of technical data
Fairness60/100

The tender offers full document access, discloses the estimated value, provides reasonable deadlines, and features objective evaluation criteria (lowest margin). E-procurement is enabled. However, the limitation to 'Max Participants: 3' in a negotiation procedure severely restricts competition and is a significant detractor from fairness.

•Limitation to 'Max Participants: 3' in a negotiation procedure
Practicality85/100

Electronic submission and e-procurement are supported, enhancing practicality. The contract duration is clearly specified. While the exact contract start date is not fixed, it is standard to be determined post-award.

Data Consistency50/100

A major inconsistency exists in the natural gas consumption volume (825 MWh for 12 months in the description vs. 825 MWh for 16 months in requirements and technical specifications). A minor inconsistency is the 'Value Classified: Yes' flag when the estimated value is explicitly stated.

•Major inconsistency in natural gas consumption volume (825 MWh for 12 months vs. 16 months)
•Contradictory 'Value Classified: Yes' when value is explicitly stated
Sustainability20/100

The tender does not include any specific green procurement, social, or innovation criteria. It is also not EU funded, indicating a missed opportunity to integrate modern sustainability principles.

•Absence of green procurement criteria
•Absence of social aspects

Strengths

Clear and objective evaluation criteria (100% lowest margin)
Electronic submission and e-procurement enabled
Comprehensive set of tender documents provided
Reasonable submission deadline
Estimated value is disclosed

Concerns

Critical inconsistency in natural gas consumption volume
Limitation to 'Max Participants: 3' in a negotiation procedure
Vague definition of the procurement procedure type
Lack of sustainability (green, social, innovation) criteria
Contradictory 'Value Classified: Yes' flag

Recommendations

1. Clarify the exact natural gas consumption volume and period to ensure consistency across all tender documents.
2. Re-evaluate the 'Max Participants: 3' limit to promote broader competition and ensure fairness.
3. Provide a clearer definition of the procurement procedure type according to national regulations.
