Excellent

Tender Quality Score

This tender seeks design services for a community-based supported living facility, emphasizing modern, energy-efficient, and accessible design with BIM. While the project's objective is commendable and some technical requirements are clear, the sole reliance on price for bid evaluation raises significant concerns about achieving optimal quality and long-term value for a complex design service.

Score Breakdown

Legal Compliance100/100

The tender appears legally compliant with standard EU procurement principles, including mandatory exclusion grounds and ESPD usage. No specific legal non-compliance issues were identified based on the provided content.

Clarity80/100

The project description and technical objectives are generally clear, outlining the desired outcome for the facility. The use of specific forms (Form 1, Form 2) for submissions aids clarity in the application process.

•Lack of detailed quantitative or qualitative criteria for reference objects in the extracted requirements could lead to ambiguity in assessing technical capability.
Completeness100/100

The tender outlines key aspects of the design work, submission requirements, and evaluation criteria. The documentation seems sufficient for bidders to understand the scope.

•The extracted requirements lack specific, measurable criteria for evaluating technical capability beyond requiring submission of references, which could make objective comparison difficult.
•The absence of quality criteria in the evaluation framework is a major gap for a design service tender.
Fairness100/100

The tender appears fair in its general structure, requiring standard documentation and allowing joint bids. No indications of requirements being tailored for a specific company were detected.

•The sole reliance on price for evaluating design services might disadvantage bidders offering higher quality, more innovative, or more sustainable solutions, potentially leading to a 'race to the bottom' on price rather than value for money.
Practicality80/100

The electronic submission process and the provision of specific forms contribute to the practicality of submitting bids. The 9-month contract duration seems reasonable for a design project of this scope.

•The price-only evaluation for design services is often impractical for achieving the best long-term outcome, as it may incentivize designs that are cheaper to produce but more expensive to build or maintain, potentially undermining the project's goals of durability and low maintenance costs.
Data Consistency100/100

No inconsistencies were detected in the provided tender information or extracted requirements.

Sustainability25/100

The description explicitly mentions the goal of creating an 'energy-efficient' design, which is a positive step towards environmental sustainability. However, broader sustainability aspects are not explicitly integrated.

•Lack of explicit broader sustainability (environmental, social) criteria beyond energy efficiency, especially for an EU-funded project with a social purpose (community-based supported living).

Strengths

Clear project objective and detailed description of the desired outcome (modern, accessible, energy-efficient supported living facility).
Mandatory use of BIM (Building Information Modeling) promotes modern design practices and efficiency.
Electronic submission and use of standardized forms enhance transparency and ease of participation.
EU funding indicates adherence to broader EU procurement principles.

Concerns

Sole reliance on price for evaluating design services is a significant concern, potentially compromising design quality, innovation, and long-term value.
Lack of detailed qualitative or quantitative criteria for technical capability (e.g., specific requirements for reference projects, key personnel qualifications) in the extracted requirements.
Absence of explicit broader sustainability (environmental, social) criteria, despite the project's nature and EU funding.
The price-only evaluation method may not align with the stated goal of ensuring 'quality of the solution' if quality is not formally assessed.

Recommendations

1. Re-evaluate the award criteria to include quality aspects (e.g., design methodology, team experience, proposed solutions for energy efficiency/accessibility beyond minimums) alongside price, using a Most Economically Advantageous Tender (MEAT) approach.
2. Provide more specific and measurable criteria for technical capability, particularly regarding reference projects and key personnel qualifications, to ensure a robust assessment of bidders' experience.
3. Integrate explicit green and social procurement criteria where relevant, aligning with EU funding objectives and the project's social purpose.
