Käesoleva riigihanke objekt on hankedokumentides kirjeldatud Elva Pikk 26 hoone ja hooviala projekteerimine. Projekti eesmärk on luua Elva valda kaasaegne ja ligipääsetavuse nõuetele vastav kogukonnapõhine toetatud elamise teenusmaja, et tagada madala ja keskmise abi- ja toetusvajadusega inimestele eluase ning ennetada nende üldhooldusteenusele suunamist. Põhieesmärk on tähtaegselt ja optimaalsete kuludega Pikk 26, Elva aadressil paikneva hoone, õueala ja välitrasside projekteerimistööde läbiviimine selliselt, et oleks võimalik korraldada ehitusööde riigihange.
