Tender Quality Score

This tender for design and construction works is generally well-structured and compliant, benefiting from EU funding. While requirements are clear, minor inconsistencies and an unanalyzed critical project document impact overall quality and practicality.

Score Breakdown

Legal Compliance75/100

The tender generally complies with legal requirements, featuring reasonable deadlines, correct CPV codes, and no detected disputes. Minor ambiguities exist in the procedure codes and a slight inconsistency in the evaluation criteria description between the high-level data and the detailed document.

•Procedure codes (Type: E, Procedure: MS) are not explicitly defined or explained.
•Inconsistency between 'Evaluation Criteria: relative_weighting' in basic info and 'sole evaluation criterion... total cost' in Document 3.
Clarity80/100

The description and AI-extracted requirements are largely clear and understandable, with evaluation criteria and performance conditions well-documented. However, the discrepancy in evaluation criteria and a tight site visit registration deadline slightly reduce overall clarity.

•Inconsistency between 'Evaluation Criteria: relative_weighting' and 'sole evaluation criterion... total cost'.
•Site visit registration deadline (7 days from reveal) is quite short, potentially impacting bidder preparation.
Completeness70/100

Most essential information, including basic details, financial data, and requirements, is provided. However, the 'Projekt' (Document 9) being an unanalyzed .zip file is a significant concern, as it may contain critical technical specifications, thus impacting the completeness of crucial project details.

•Document 9 ('Projekt' - a .zip file) is unanalyzed, potentially containing critical project details not accessible or summarized.
Fairness85/100

The tender demonstrates good fairness with full document access, disclosed value, objective evaluation criteria (lowest price), and e-procurement. Requirements for experience, turnover, and team qualifications appear reasonable and not tailored to a specific company. The site visit registration deadline is the only minor concern.

•Site visit registration deadline (7 days from reveal) is relatively short, which might disadvantage some potential bidders.
Practicality65/100

Electronic submission, e-procurement, and duration are clearly specified. Financing information is available. However, the absence of an explicit contract start date and the tight registration deadline for the mandatory site visit reduce practicality. The unanalyzed .zip file also poses a practical challenge.

•Contract start date is not explicitly stated.
•Tight registration deadline for the site visit, which is crucial for understanding the scope.
Data Consistency90/100

Data consistency is high, with most key fields populated and logical dates. The primary inconsistency lies in the description of evaluation criteria, which is a minor but notable discrepancy.

•Inconsistency between 'Evaluation Criteria: relative_weighting' and 'sole evaluation criterion... total cost'.
Sustainability50/100

While the project is EU-funded, which often implies higher standards, the tender explicitly lacks specific green procurement, social, or innovation criteria. The mention of subcontractor wage compliance is a minimal social aspect, but not a comprehensive sustainability focus.

•No explicit green procurement criteria.
•No explicit social criteria beyond basic wage compliance.

Strengths

EU Funded, indicating higher oversight and standards.
Clear and reasonable qualification and technical requirements.
Electronic submission and e-procurement enabled.
Transparent evaluation criteria (lowest price).
Comprehensive set of supporting documents and forms.

Concerns

Inconsistency between high-level 'relative_weighting' and document-specified 'sole evaluation criterion (lowest price)'.
'Projekt' (Document 9) is a .zip file, unanalyzed, potentially containing critical technical details, raising completeness and accessibility concerns.
Site visit registration deadline is relatively short (7 days from reveal).
Lack of explicit green, social, or innovation procurement criteria, despite EU funding.
Procedure codes (Type: E, Procedure: MS) are not explained.

Recommendations

1. Clarify the discrepancy regarding evaluation criteria (relative weighting vs. lowest price) to avoid bidder confusion.
2. Ensure all critical project documents, especially 'Projekt' (Document 9), are provided in easily accessible and analyzable formats, or provide a summary if the content is too large.
3. Consider extending the registration deadline for the mandatory site visit to allow more time for potential bidders to prepare.
