Sweden works differently from most markets: instead of one state-run portal, tenders must be advertised in a registered advertisement database, and several commercial providers such as Mercell TendSign and Visma Opic hold that registration. The Swedish Competition Authority (Konkurrensverket) supervises the regime and maintains the register of approved databases, while Upphandlingsmyndigheten, the National Agency for Public Procurement, publishes the guidance, criteria libraries and sustainability standards that buyers apply. In practice this means a supplier watching only one database will miss opportunities, which is exactly the fragmentation an aggregated feed solves. Buyers include central government agencies, the 21 regions that run healthcare, and 290 municipalities, plus publicly owned housing, energy and transport companies. Electronic procurement is effectively universal and the ESPD is the standard eligibility document. Swedish buyers make heavy use of framework agreements, including national frameworks for IT, consultancy and facilities, so being on the right framework often matters more than any individual call-off. Award models are usually quality-weighted with detailed evaluation criteria published up front, meaning bids are won on documented capability rather than relationships. Environmental, working-condition and social requirements are among the most demanding anywhere and are frequently contract conditions rather than scored criteria.
