Spain's public procurement is anchored on the Plataforma de Contratación del Sector Público (PLACSP, contrataciondelestado.es), the state platform where central government bodies publish and where the contracting profiles of most other authorities are aggregated. Several autonomous communities, among them Catalonia, the Basque Country, Andalusia and Madrid, also run their own platforms and syndicate notices to PLACSP, so coverage is good even though the source documents may sit on a regional system. The buyer base is broad and heavily regional: ministries and state agencies, the seventeen autonomous communities that run health and education, provincial councils, and thousands of municipalities. Electronic procurement is mandatory, including electronic submission of bids, and the ROLECE registry lets registered suppliers avoid resubmitting corporate and capacity documents for every tender. Open procedures dominate, with a simplified open procedure (procedimiento abierto simplificado) designed to cut timescales and paperwork for mid-sized contracts. Framework agreements and centralised purchasing are common for standard goods, especially in healthcare. Spanish law now obliges buyers to build quality, environmental and social criteria into award formulas rather than relying on price alone, and to justify any decision not to split a contract into lots, which has measurably improved SME access. Large volumes of infrastructure, digitalisation and energy work continue to flow from EU-funded recovery programmes.
