Slovenia publishes all public tenders on the Public Procurement Portal, eNaročanje (enarocanje.si), operated by the Ministry of Public Administration, which serves as both the notice register and the main documentation source. Coverage is genuinely national: ministries and state agencies, the 212 municipalities, hospitals and health institutes, schools and universities, and utilities in energy, water and transport all publish there. Tender documentation is generally downloadable without registration, which makes Slovenia one of the easier markets to research before committing time to a bid. Electronic procedures are the norm, with the national e-JN system used for submission and the ESPD for eligibility declarations. The open procedure is the dominant route above threshold, while a simplified national procedure handles the large volume of mid-sized municipal contracts. The Ministry of Public Administration also runs joint procurement for common goods on behalf of state bodies, consolidating categories such as vehicles, energy and IT equipment. Slovenian rules mandate green public procurement criteria for a defined list of product groups, so environmental requirements are frequently non-negotiable specifications rather than scored extras. The market is small but well digitised, and submission deadlines are enforced strictly.
