Portugal splits publication and procedure between two layers: BASE (base.gov.pt) is the official public portal that records notices, contracts and award data, while the procedures themselves run on certified private platforms such as Vortal, acinGov and anoGov. Every contracting authority must use a certified platform, so suppliers typically register on the ones their target buyers use and monitor BASE for the overall market picture. Electronic procurement has been mandatory in Portugal for longer than in most of Europe, and the country was an early adopter of fully paperless procedures including electronic signature of bids. Buyers include central ministries and agencies, the 308 municipalities and their municipal companies, hospitals and health authorities, universities, and infrastructure operators. The Código dos Contratos Públicos sets out the procedure types, with the open procedure (concurso público) most common and direct award or consultation used at lower values. Framework agreements and centralised purchasing through ESPAP cover standard state requirements. Reforms have pushed buyers to split contracts into lots and to justify when they do not, which has improved access for smaller firms, while green and lifecycle criteria are increasingly embedded in award models. Substantial EU-funded volume in construction, energy efficiency and digitalisation continues to shape the pipeline.
