Poland runs one of the largest public procurement markets in the region, and almost all of it now flows through a single national platform, e-Zamówienia (ezamowienia.gov.pl). Contract notices below the EU thresholds are published in the Biuletyn Zamówień Publicznych (BZP), while higher-value notices also appear in the EU-wide journal, so the two streams together give a near-complete picture of what Polish buyers are tendering. Electronic communication is mandatory for practically every procedure, including bid submission and qualification documents. The buyer base is broad: central ministries and their agencies, voivodeship and municipal governments, hospitals, universities, the road and rail operators, and state-owned utilities. The open tender (przetarg nieograniczony) is the dominant procedure, with a simplified below-threshold route used heavily by smaller municipal buyers. Polish law obliges contracting authorities to publish annual procurement plans, which lets suppliers plan ahead rather than react to notices. SME participation is strong, helped by rules that limit excessive turnover requirements and push buyers to split contracts into lots. Green and social criteria increasingly feature in award formulas, particularly in construction, transport and energy-related contracts.
