PIANOo, the national procurement expertise centre, publishes the guidance, model documents and market-consultation practice that buyers follow, so tender packs across the country look broadly similar. Electronic submission is mandatory and the ESPD is the standard eligibility declaration. Dutch buyers make extensive use of market consultations (marktconsultatie) before publishing, which gives suppliers a legitimate way to shape specifications early. The Gids Proportionaliteit obliges buyers to keep turnover, insurance and reference requirements proportionate to the contract, which materially helps smaller firms qualify. Quality-weighted award models are the default rather than lowest price, so the substance of a bid genuinely decides outcomes. Sustainability, circular procurement and social return requirements are common, especially in construction, infrastructure and facilities contracts.
