Buyers include the ministries and state administrations, the technical bodies responsible for roads and public buildings, the country's communes, hospitals, and public institutions serving the financial and international-institution ecosystem based there. Notices and specifications are usually in French, sometimes German, and awards follow the classic open, restricted and negotiated procedures set out in national law aligned with EU directives. Electronic publication is standard, while the level of fully electronic submission varies, and for some procedures the full dossier de consultation is released only after an explicit request or acceptance step on the portal. Because the domestic supplier base is limited, cross-border participation from neighbouring countries is normal and expected rather than exceptional. Buyers apply the usual eligibility evidence on financial standing, technical references and social security compliance, which foreign bidders should prepare well in advance. Sustainability criteria are increasingly written into construction and facilities contracts in line with national climate targets.
