The system is supervised by the Public Procurement Office (Viešųjų pirkimų tarnyba, VPT), which issues methodological guidance, monitors compliance and publishes market data. Electronic procurement is mandatory for essentially all procedures, so notices, clarifications, bid submission and award decisions happen inside one platform. Contracting authorities range from ministries and state agencies to the sixty municipalities, hospitals, schools, and utilities in energy, water and transport. Centralised purchasing through CPO LT covers standardised goods and services via framework catalogues, which is often the fastest route to a first public-sector sale. Open procedures dominate, with simplified rules for lower-value contracts that cut paperwork for smaller suppliers. Lithuania has pushed hard on green procurement, with binding targets that make environmental criteria a routine part of evaluation rather than an optional extra. Deadlines tend to be tight, so early sight of a notice matters more here than in slower-moving markets.
