Latvia's public procurement system is overseen by the Procurement Monitoring Bureau (Iepirkumu uzraudzības birojs, IUB), which manages the Electronic Procurement System (EIS). Annual public procurement in Latvia amounts to approximately €3 billion, representing a significant portion of the national economy. The Latvian procurement framework fully complies with international procurement directives, ensuring transparent and competitive procedures. All public entities, including government ministries, state agencies, municipalities, and public enterprises, are required to publish procurement notices through the centralised EIS platform. Latvia has made significant progress in digitising its procurement processes, with mandatory e-procurement for all procedures above national thresholds. The system supports various procurement methods including open tenders, restricted procedures, and competitive negotiations. Latvia actively promotes green procurement and social criteria in public buying.
