About Ireland Public Procurement

Ireland runs a single national portal, eTenders (etenders.gov.ie), where public bodies must advertise contracts above the national thresholds and where suppliers register, download documents and submit bids. Policy, frameworks and standard templates come from the Office of Government Procurement (OGP), which also buys centrally on behalf of the wider public service in categories such as ICT, facilities, professional services and utilities. Buyers include government departments and agencies, the health service and hospital groups, 31 local authorities, universities, and the semi-state commercial bodies in energy, transport and water. Everything is conducted electronically, with the ESPD used as the standard self-declaration and full evidence requested only from the intended winner. Framework agreements and dynamic purchasing systems account for a large share of spend, so the practical strategy for a new supplier is to win a place on the relevant framework and then compete for call-offs. Award is usually on most economically advantageous tender terms, and Irish buyers tend to publish detailed marking schemes up front. Government circulars require buyers to consider SME access, including breaking contracts into lots and keeping insurance and turnover requirements proportionate. English-language documentation and a large multinational presence make Ireland one of the more accessible markets for foreign suppliers.
