Greece has centralised its procurement onto the National Electronic Public Procurement System (ESIDIS) at promitheus.gov.gr, with the Central Electronic Registry of Public Contracts (KIMDIS) recording award and execution data across the public sector. Publication in KIMDIS is a validity condition for public contracts, which makes the registry an unusually complete record of what the Greek state actually buys and from whom. Separate subsystems handle goods and services and public works, so suppliers register once and then operate within the module relevant to their sector. The buyer base includes ministries and their agencies, the regions and municipalities, hospitals and health authorities, universities, and utilities in energy, water and transport. Electronic submission is mandatory for procedures above the national threshold and bids are signed with qualified electronic signatures, which is the main onboarding step for a foreign supplier. Open procedures are the default and price-based award remains common, though quality-weighted evaluation is spreading in services and IT. A substantial share of current opportunity is EU-funded, particularly in infrastructure, energy efficiency and digital transformation, which keeps volumes high relative to the domestic budget. Documents are almost always in Greek, so early translation and a local delivery partner are usually decisive.
