Denmark publishes its public tenders on udbud.dk, the national portal that collects notices from state, regional and municipal buyers in one place. Policy and guidance sit with the Danish Competition and Consumer Authority (Konkurrence- og Forbrugerstyrelsen), which maintains the standard templates and interprets the procurement rules for buyers and suppliers alike. The buyer landscape is unusually decentralised: the five regions run the hospital system and account for a large share of spend, while the 98 municipalities buy everything from care services to construction, alongside state agencies and utilities. E-procurement is the norm and the ESPD is the standard self-declaration, so suppliers normally confirm eligibility up front and produce full documentation only when they are in line to win. Danish buyers lean heavily on framework agreements, including joint purchasing through SKI and regional buying groups, which means securing a place on a framework often matters more than winning any single contract. Award criteria are frequently quality-weighted rather than lowest price, and total cost of ownership arguments carry real weight. Green procurement is well established, with climate and circularity requirements appearing routinely in specifications. Tender documents are usually in Danish, though English is accepted more often than in most markets, particularly for technical and above-threshold procurements.
