Czechia's procurement is built around NEN, the National Electronic Tool (nen.nipez.cz), which state bodies are obliged to use and which many regional and municipal buyers have adopted voluntarily. Alongside it, the Public Procurement Bulletin (Věstník veřejných zakázek) remains the statutory publication channel where notices are formally announced, so the two together give the full picture of the Czech market. Tender documentation on NEN is generally downloadable without an account, which makes early qualification of an opportunity quick and cheap. Contracting authorities include ministries and their agencies, the fourteen regions, several thousand municipalities, hospitals, universities, and large state enterprises in rail, roads, forestry and energy. Electronic communication is mandatory for above-threshold procedures and the open procedure is by far the most common route to market. Below-threshold buying uses simplified procedures and, for common goods, centralised dynamic purchasing systems. The Office for the Protection of Competition reviews procurement complaints and publishes its decisions, which is a useful and underused source of intelligence about how particular buyers behave. Award criteria are increasingly quality- and lifecycle-based, and responsible procurement obligations now require buyers to consider environmental and social impact in every contract.
