Belgium publishes its public contracts through the federal e-Procurement platform (publicprocurement.be), the single point for notices, tender documents and electronic bid submission across the country. The strength of that arrangement is that a federal state with several layers of government still produces one searchable stream, covering federal departments, the Flemish, Walloon and Brussels regional administrations, provinces, the several hundred municipalities, hospitals, and transport and utility operators. Electronic submission is mandatory for procedures above the publication thresholds, and the ESPD serves as the standard self-declaration of eligibility. Because notices originate in Dutch, French or German depending on the buyer, language rather than access is the practical filter for foreign suppliers, and translating the specifications is usually the first real task. Open and restricted procedures dominate, with framework agreements widely used by federal and regional buyers for recurring goods and services. Belgium has steadily tightened payment and subcontracting rules in favour of smaller suppliers, and lot-splitting is encouraged so that SMEs can bid for parts of larger contracts. Sustainability criteria appear routinely, with each region running its own green and circular procurement policy on top of the federal baseline. Brussels also hosts the buying arms of international institutions, which procure separately but draw on the same supplier base.
