Original Tender Description

At the request of the Ministry of Rural Affairs, a tool was developed in cooperation with Sustinere OÜ in February 2024 for Estonian agricultural enterprises engaged in primary production to assess their greenhouse gas footprint, i.e., climate impact, or carbon footprint. The Estonian University of Life Sciences conducted the study "Test assessments of the carbon footprint, or climate impact, of agricultural enterprises at the enterprise and product level" (public procurement no. 282148), which aimed to test the tool, and its final report included proposals for supplementing and improving the tool. The purpose of this procurement is to make the improvements recommended in the Excel-based tool1 (hereinafter referred to as the tool) for assessing the carbon footprint of agricultural enterprises, developed by Sustinere OÜ.

Key Opportunities
Leverage the specific recommendations from the Estonian University of Life Sciences study to tailor the solution precisely.
Highlight the team's academic qualifications and practical experience in agriculture/environmental science to meet technical capability requirements.
Demonstrate a clear and compelling vision for the tool's enhancement and its impact on agricultural sustainability in Estonia.
Focus on the 'most economically advantageous offer' by presenting a competitive price alongside a high-quality, well-defined solution.
Key Challenges
Lack of specified evaluation criteria makes it difficult to optimize bid scoring.

Focus on clearly addressing all stated requirements with strong evidence and articulate the value proposition comprehensively. Emphasize the 'most economically advantageous offer' by balancing cost and quality.

Potential for strong competition from established environmental consultancies or IT firms.

Differentiate through specific agricultural sector expertise, a deep understanding of the existing tool's context, and a highly tailored approach to the study's recommendations. Highlight any unique methodologies or efficiencies.

Ensuring the 'flawless operation' of an Excel-based tool can be challenging due to Excel's inherent limitations and user variability.

Detail a robust testing methodology, including user acceptance testing (UAT) with representative agricultural users. Propose clear documentation and support mechanisms to address potential issues post-deployment.

Ideal Bidder Profile
A small to medium-sized consultancy or IT firm with proven expertise in environmental consulting, specifically carbon footprint assessment for the agricultural sector. They should possess strong Excel development skills, a track record of delivering technical solutions to government bodies, and a team with relevant academic qualifications in agriculture or environmental science. Experience with Estonian agricultural practices is a significant advantage.

Team's experience will be evaluated
Total cost of the bid will be evaluated (most economically advantageous offer)
Key Discriminators
Deep, demonstrable understanding of Estonian agricultural practices and their specific carbon footprint drivers.
Proven ability to enhance and optimize existing Excel-based tools, not just create new ones.
A proactive and detailed testing and validation plan that goes beyond basic functionality checks.
A clear articulation of how the proposed improvements will directly benefit Estonian agricultural enterprises in terms of climate impact assessment and reporting.
Social Value Opportunities
Commit to providing a brief training session or webinar for agricultural enterprises on how to effectively use the improved tool, thereby enhancing digital literacy and sustainability practices within the sector.
Bid Focus Areas
Technical Solution & Improvement Alignment

Thoroughly analyze the 'Lisa 1 Tehniline kirjeldus' and the implied recommendations from the Estonian University of Life Sciences study. Map each proposed improvement directly to a specific recommendation or identified need. Detail the technical approach for implementing these improvements within the Excel environment, emphasizing efficiency and user-friendliness.

Team Expertise & Vision

Showcase the Master's qualified team members with detailed CVs highlighting relevant agricultural and environmental science experience. Craft a compelling vision statement that aligns with the Ministry's goals for supporting sustainable agriculture and climate action. Emphasize the team's understanding of the tool's purpose and its end-users.

Cost & Value Proposition

Present a detailed cost breakdown that is competitive yet reflects the quality and scope of work. Clearly articulate the value proposition, demonstrating how the proposed solution offers the 'most economically advantageous offer' by balancing cost with technical merit, risk mitigation, and long-term benefits for the Ministry and agricultural sector.

Testing & Quality Assurance

Specify the types of tests, the testing environment, and how 'flawless operation' will be verified. This demonstrates a commitment to delivering a high-quality, reliable product.

Recommendations7
Deep Dive into University Study Recommendations
CriticalHigh effort

Meticulously analyze the 'Põllumajandusettevõtete süsiniku jalajälje ehk kliimamõju testhindamised ettevõtte ja toote tasandil' study's final report (even if not provided, assume its existence and importance). Map every proposed improvement in your bid directly to a specific recommendation or identified gap from this study. This is the core technical requirement.

Ensures full compliance with the tender's primary technical driver and demonstrates a thorough understanding of the project's foundation.
Articulate 'Most Economically Advantageous Offer' Clearly
CriticalMed effort

Since evaluation criteria are not specified, proactively define what constitutes the 'most economically advantageous offer' in your bid. This involves presenting a competitive price alongside a detailed explanation of the value delivered, including technical superiority, risk mitigation, and long-term benefits. Quantify benefits where possible.

Guides the evaluator's decision-making process and positions your bid as the best overall value.
Showcase Excel Enhancement Expertise
HighMed effort

Highlight your firm's specific expertise in improving and optimizing existing Excel-based tools. This is distinct from building from scratch. Detail your methodology for understanding complex Excel models, identifying areas for improvement (e.g., formulas, user interface, data validation), and implementing changes without breaking existing functionality.
