Focus on cost optimization within the estimated value
Demonstrating strong project management capabilities
Key Challenges
Potential for scope creep or unforeseen design complexities due to 'vahepeal muutunud seadusandluse ja Tellija vajaduse tõttu'

Conduct thorough due diligence on current regulations and engage proactively with the contracting authority to clarify any ambiguities in their needs during the clarification period. Clearly define the scope of 'additional design' in the bid.

Lack of specified evaluation criteria makes it difficult to optimize bid weighting

Assume a balanced evaluation focusing on technical merit, price, and project management. Prioritize clear, concise, and well-supported responses for all submitted forms and documentation, ensuring all stated requirements are met to a high standard.

Competition from established local contractors with prior knowledge of the site or similar projects

Emphasize unique value propositions such as innovative construction techniques, superior project management, or a more comprehensive understanding of modern waste management best practices, even if not explicitly requested.

Ideal Bidder Profile
A construction company with proven experience in civil engineering projects, specifically waste management facilities or similar infrastructure. They should possess a strong in-house design capability or a reliable partnership with an engineering firm, coupled with a demonstrated track record of successful project delivery within budget and schedule.
