Tender Quality Score

This tender is generally well-structured with clear requirements, but it contains a critical inconsistency regarding the contract duration (2025 vs 2026) which significantly impacts its quality and practicality.

Score Breakdown

Legal Compliance75/100

The tender generally complies with legal requirements, including clear procedure type, appropriate CPV codes, and use of ESPD. However, the conflicting contract dates between the timeline and performance conditions create a significant legal ambiguity regarding the actual contract term.

Conflicting contract duration/start dates (2025 vs 2026) between 'TIMELINE' and 'PERFORMANCE CONDITIONS'.
Clarity80/100

The description, requirements, and evaluation criteria are largely clear and well-documented. However, the major inconsistency in the contract period dates significantly reduces the overall clarity for potential bidders.

Conflicting contract duration/start dates (2025 vs 2026) between 'TIMELINE' and 'PERFORMANCE CONDITIONS'.
Completeness70/100

Most essential information, including title, reference, organization, value, and detailed requirements, is provided. However, the conflicting contract dates mean that the crucial information about the actual duration of the contract is not consistently or correctly specified.

Inconsistent and potentially incorrect contract duration information.
Fairness85/100

The tender demonstrates good fairness with full document access, disclosed value, reasonable preparation time, objective 100% price-based evaluation criteria, and enabled e-procurement. Requirements for personnel seem standard and not tailored.

Practicality65/100

Electronic submission is supported, which is practical. However, the fundamental uncertainty regarding the contract's actual start and end dates makes it highly impractical for bidders to accurately plan and submit a proposal for the correct period.

Uncertainty of contract start and end dates due to conflicting information.
Data Consistency40/100

This category is severely impacted by the critical inconsistency in contract dates. The tender title refers to 2026, the timeline states a 2026 start, but performance conditions specify 2025 dates. This is a major data integrity issue.

Critical inconsistency in contract duration/start dates (2025 vs 2026) across different sections of the tender.
Sustainability50/100

The tender does not explicitly include green procurement criteria, social aspects, or an innovation focus. While the service itself involves planting, there are no specific requirements to promote environmental or social sustainability beyond the basic service delivery.

No explicit green procurement criteria.
No social aspects included.

Strengths

Clear and detailed technical specifications and submission forms.
Objective evaluation criteria (100% price weighting).
Full document access and electronic submission enabled.
Value disclosed and reasonable preparation time.

Concerns

Critical inconsistency in contract duration/start dates (2025 vs 2026).
Lack of explicit sustainability, social, or innovation criteria.
Potential for bidder confusion and disputes due to date discrepancy.

Recommendations

1. Immediately issue a clarification or corrigendum to resolve the conflicting contract duration dates (2025 vs 2026).
2. Consider incorporating basic sustainability criteria, such as using native plants or environmentally friendly maintenance practices.
3. Ensure all dates and periods are consistent across all tender documents and sections.
