Excellent

Tender Quality Score

This tender for Elastic Stack Enterprise licenses by Tartu University is well-structured and comprehensive, demonstrating strong clarity and completeness in its documentation. While legally compliant and practical, its product-specific nature inherently limits competition, and it lacks explicit sustainability considerations.

Score Breakdown

Legal Compliance85/100

The tender demonstrates strong legal compliance with reasonable deadlines, proper CPV codes, and no detected disputes. The use of ESPD and e-procurement aligns with EU/national regulations. The generic designation of procedure type 'A' could be more specific, though the provided characteristics suggest compliance with national regulations.

The generic designation of procedure type 'A' could be more specific.
Clarity90/100

The tender's description is clear and unambiguous, and requirements are well-documented and understandable. Evaluation criteria are specified, and performance conditions are clearly referenced in the draft framework agreement. AI-extracted requirements are comprehensive and clear.

Completeness95/100

All basic information, including title, reference, organization, deadlines, estimated value, and duration, is fully provided. A comprehensive set of 10 relevant documents is attached, and all key requirements and criteria are defined.

Fairness70/100

The tender ensures full document access, discloses the estimated value, and provides reasonable deadlines for preparation. Evaluation criteria are objective and transparent, and e-procurement is enabled. However, the requirement for a specific product (Elastic Stack Enterprise) and a manufacturer's certificate inherently limits competition to authorized resellers of that product. While justified for existing infrastructure, it reduces the pool of potential bidders.

Product-specific requirement (Elastic Stack Enterprise) inherently limits competition.
Practicality90/100

Electronic submission is fully supported, and the national e-procurement portal is indicated. The contract start date and duration are clearly specified, and financing information (estimated value) is available. The tender is highly practical for bidders.

Data Consistency95/100

All key fields are populated, and there are no suspensions or disputes. Dates are logical and consistent throughout the tender documentation, indicating high data integrity.

Sustainability20/100

The tender does not include explicit green procurement, social aspects, or innovation focus. It is also not indicated as EU-funded, which often correlates with higher sustainability standards.

Absence of explicit green, social, or innovation-focused procurement criteria.

Strengths

Comprehensive documentation and clear requirements.
Transparent financial information and objective evaluation criteria.
Efficient e-procurement process with electronic submission.
Reasonable deadlines and clear timeline.
Justified approach for existing infrastructure (product-specific).

Concerns

Product-specific requirement (Elastic Stack Enterprise) limits competition.
Lack of explicit sustainability, green, or social criteria.
The exact procedure type (beyond 'A') could be more explicitly named for full clarity.

Recommendations

1. Consider incorporating sustainability criteria in future IT procurements, even if general.
2. For product-specific procurements, ensure the justification for limiting competition is robust and clearly articulated.
3. Explicitly state the full legal name of the procurement procedure type.
