Tender Quality Score

This tender is well-structured and comprehensive, providing all necessary documentation for bidders. It demonstrates strong legal compliance and fairness, with clear requirements and transparent evaluation criteria.

Score Breakdown

Legal Compliance90/100

The tender documentation demonstrates strong adherence to legal requirements, utilizing the ESPD and clearly defining exclusion and qualification grounds. Deadlines are reasonable, and the CPV code is appropriately assigned. No disputes or suspensions are noted.

Clarity85/100

Requirements are clear and understandable, with explicit references to specific documents. Evaluation criteria are specified as 100% lowest price, although the 'Characteristics' section initially lists 'relative_weighting'. This minor inconsistency is clarified within the tender documents.

•Minor inconsistency in the labeling of evaluation criteria (relative_weighting vs. lowest price)
Completeness90/100

The tender includes all essential information such as title, reference number, organization, deadlines, estimated value, and duration. All critical documents, including technical specifications and the draft contract, are attached and referenced.

Fairness95/100

The tender exhibits excellent fairness, offering full document access, a disclosed value, and objective evaluation criteria (lowest price). Requirements appear generic and not tailored to a specific company, and e-procurement is enabled for equal access.

Practicality80/100

Electronic submission is supported, enhancing practicality. The contract duration is clearly defined. While a specific contract start date is not provided, this is common, and financing conditions are appropriately referenced to the draft contract.

Data Consistency85/100

Data is generally consistent and logical across the tender. The primary inconsistency lies in the labeling of evaluation criteria, but this is clarified within the detailed documents.

•Minor inconsistency in the labeling of evaluation criteria (relative_weighting vs. lowest price)
Sustainability60/100

While the project's objective (wind energy development) is inherently sustainable, the tender documentation does not include explicit additional green, social, or innovation criteria for the service provision itself beyond the core task.

•Lack of explicit additional green, social, or innovation criteria for service provision

Strengths

Comprehensive documentation, including technical specifications and draft contract
Clear and objective evaluation criteria (lowest price)
Strong legal compliance with ESPD use and clear exclusion/qualification grounds
Full transparency with disclosed value and e-procurement
Project's inherent contribution to renewable energy

Concerns

Minor inconsistency in the labeling of evaluation criteria (relative_weighting vs. lowest price)
Lack of explicit additional green, social, or innovation criteria for service provision
Two documents (.xml, .zip) were not AI-analyzable, though their purpose is clear

Recommendations

1. Clarify the evaluation criteria labeling to consistently reflect 'lowest price' if that is the sole criterion.
2. Consider integrating explicit sustainability criteria (e.g., environmental management systems, social clauses, innovative approaches) into future tenders, even for inherently green projects.
3. Ensure all document formats are accessible for automated analysis where possible, or provide summaries for non-standard formats.
