Tender Quality Score

This tender for wind energy development planning services demonstrates strong clarity, completeness, and legal compliance, with transparent evaluation criteria and efficient e-procurement. However, it lacks explicit sustainability, social, and innovation criteria within the procurement process itself.

Score Breakdown

Legal Compliance90/100

The tender exhibits strong legal compliance, with reasonable submission deadlines, a clearly defined CPV code, and no detected disputes or suspensions. The inclusion of requirements regarding Russian-linked subcontractors aligns with current EU/national regulations, and mandatory disclosure requirements are met.

Clarity90/100

The tender description is clear and unambiguous, detailing the scope of services. Requirements are well-documented and understandable, supported by references to specific technical specifications and draft contract documents. Evaluation criteria (100% lowest price) are explicitly stated, ensuring transparency.

Completeness95/100

This tender is highly complete, providing all essential basic, financial, timeline, and classification information. All 10 supporting documents are listed, with key documents like technical specifications, draft contract, and submission forms readily available or referenced. Requirements and evaluation criteria are comprehensively defined.

Fairness90/100

The tender promotes fairness through full document access, disclosed estimated value, and objective, transparent evaluation criteria based solely on price. E-procurement is enabled for equal access. Requirements do not appear tailored to a specific company, and the decision not to divide the tender is justified with valid reasons.

Practicality85/100

Practical aspects are well-addressed, with support for electronic submission and e-procurement. The document URL points to the national e-procurement portal. Contract duration is clearly specified, and financing conditions are linked to the provided draft contract. The exact contract start date is not explicit but is standard practice.

Data Consistency95/100

Data consistency is excellent, with all key fields populated and no detected suspensions or disputes. Dates are logical and consistent across the timeline, and all information presented is coherent.

Sustainability40/100

While the project itself (wind energy development) contributes to sustainability goals, the tender documentation lacks explicit green procurement, social, or innovation criteria for the procurement process or service delivery. The prohibition of alternative solutions further limits innovation focus.

•No explicit green procurement criteria.
•No explicit social criteria.

Strengths

Clear and comprehensive tender documentation, including technical specifications and draft contract.
Transparent and objective evaluation criteria (100% lowest price).
Electronic submission and e-procurement enabled for efficient process.
Strong legal compliance, including specific national/EU requirements.
High data consistency across all tender fields.

Concerns

Lack of explicit sustainability criteria within the procurement process.
Absence of social aspects in the tender requirements.

No specific focus on innovation in the tender criteria.

Recommendations

1. Integrate specific sustainability criteria (e.g., environmental management systems, resource efficiency) for the service provider's operations.
2. Consider allowing alternative solutions for certain aspects to foster innovation, provided core objectives are not compromised.
3. Explore ways to encourage broader participation in future tenders, potentially through market consultations, even when not dividing into parts.
