Original Tender Description

The subject of the procurement is to carry out an expert assessment of the main project for the reconstruction of the Sillamäe Music School and Sillamäe Youth and Hobby Centre Ulei building, which will allow to assess whether the building can be properly reconstructed and all building communications built up to the connection point indicated in the network operator's technical conditions based on the given project, and to provide an assessment of whether the main project has been prepared with such quality and scope that the future general contractor will not have a justified need to replace or change project solutions in order to meet the procurer's objective (i.e., the future general contractor must not have the right to claim additional funds by referring to a deficient project) and to assess whether the measures to reduce the cost of construction works have been applied as much as possible in the preparation of the main project and whether the project budget possibilities have been taken into account in the development of the project solutions.

65%
Estimated Win ProbabilityModerate Fit

This tender focuses on a technical expertise service for a reconstruction project, with price being the sole evaluation criterion. A winning strategy will prioritize a highly competitive price while demonstrating robust technical capability and a clear understanding of the project's cost-saving objectives.

Key Winning Messages

The most cost-effective and technically sound expert assessment, ensuring value for money and project feasibility.

Proactive identification of cost-saving opportunities within the main project to meet budgetary constraints.

Uncompromising quality and compliance assurance for the reconstruction project.

Key Opportunities
The sole evaluation criterion being price (100%) presents a significant opportunity for cost-leadership.
The emphasis on identifying cost-saving measures within the main project allows for a value-added proposal beyond a standard assessment.
The technical capability requirement is broad, allowing bidders to showcase relevant experience in similar public building reconstruction projects.
Key Challenges
The sole reliance on price as an evaluation criterion can lead to intense price competition, potentially squeezing margins.

Conduct thorough cost analysis to determine a competitive yet sustainable price. Focus on operational efficiency and lean processes to deliver the service at a lower cost without compromising quality.

Ensuring the 'no additional funding claims' requirement is met requires a meticulous and comprehensive review of the main project.

Develop a rigorous checklist for the expert assessment that specifically addresses potential ambiguities or omissions in the main project that could lead to future claims. Clearly document all findings and recommendations.

The absence of specified evaluation criteria beyond price means that technical merit must be implicitly demonstrated through compliance and clarity of the proposal.

Ensure the ESPD is fully and accurately completed, highlighting all relevant technical experience. The submitted cost structure should be transparent and logical, implicitly supporting the technical capability.

Ideal Bidder Profile
An experienced engineering or architectural consultancy firm with a proven track record in conducting expert assessments of construction projects, particularly those involving public buildings and reconstruction. They should possess a strong understanding of Estonian building codes and regulations, and a demonstrated ability to identify cost-saving measures within design projects.
Key Requirements
Demonstrate technical capability and previous work experience in ESPD.
Be capable of performing the expertise of the main project, assessing compliance with norms and construction feasibility.
Submit the tender electronically by the deadline.
Include the cost structure as per the basic documents.
Comply with mandatory exclusion grounds and eligibility requirements.
Key Discriminators
A highly competitive price coupled with a clear and concise methodology for identifying cost-saving measures within the main project.
Demonstrated experience in similar public building reconstruction projects, specifically highlighting expertise in assessing project feasibility and compliance with budgetary constraints.
A proactive approach to risk identification, specifically focusing on potential areas that could lead to future claims for additional funding by the construction contractor.
Social Value Opportunities
While not explicitly required, consider a statement on commitment to fair labor practices and ethical conduct throughout the project execution, aligning with general public sector expectations.
Bid Focus Areas
Tender Price100%

Good

Tender Quality Score

This tender for an expert assessment is generally well-structured and transparent, benefiting from electronic submission and EU funding, though it lacks explicit sustainability criteria and some clarity on the exact procedure type.

Score Breakdown

Legal Compliance75/100

The tender appears compliant with national and EU regulations, utilizing ESPD and being partly EU-funded. Deadlines are reasonable, and CPV codes are appropriate. However, the combination of 'Procedure: A (Code: A)' and 'Negotiation Allowed' could be more explicitly defined for international clarity, as 'A' might typically refer to an open procedure where negotiation is not standard.

•Ambiguity regarding the exact procedure type (Code 'A' with 'Negotiation Allowed') without further context.
Clarity80/100

The description of the required expert assessment service is highly detailed and unambiguous. Requirements, evaluation criteria (lowest price), and performance conditions are clearly documented across the provided tender documents and AI-extracted summaries.

Completeness70/100

Most essential information, including basic details, financial data, and timeline, is provided. A comprehensive set of 10 documents supports the tender. However, the exact contract duration and start date are not explicitly summarized in the basic information, and one XML document was not processed by AI.

•Exact contract duration and start date not explicitly stated in basic information.
•One XML document not processed by AI.
Fairness85/100

The tender demonstrates high fairness with full document access, disclosed value, reasonable deadlines, and objective, transparent evaluation criteria (lowest price). Electronic submission ensures equal access, and requirements appear generic, not tailored to a specific company.

•Minor data inconsistency: 'Value Classified: Yes' while the estimated value is explicitly disclosed.
Practicality65/100

Electronic submission and e-procurement are fully supported, and financing information is clearly provided. The document URL for the e-procurement portal is available. However, the absence of a clear contract start date and precise duration in the basic information reduces practicality for bidders' planning.

•Contract start date not explicitly provided in basic information.
•Precise contract duration not explicitly provided in basic information.
Data Consistency90/100

Key fields are largely populated, and dates are logical and consistent. There are no detected disputes or suspensions. A minor inconsistency exists between 'Value Classified: Yes' and the disclosed estimated value, and the procedure type/negotiation allowance could be clearer.

•Minor inconsistency: 'Value Classified: Yes' despite the estimated value being disclosed.
•Potential ambiguity in procedure type 'A' combined with 'Negotiation Allowed'.
Sustainability50/100

The tender is partly funded by the EU's Just Transition Fund, which implies adherence to higher standards. However, the tender documentation does not explicitly include specific green procurement, social, or innovation criteria.

•Lack of explicit green procurement criteria.
•Lack of explicit social criteria.

Strengths

Clear and detailed description of the required expert assessment service.
Transparent and objective evaluation criteria (lowest price).
Full electronic submission and e-procurement support.
EU funding (Just Transition Fund) implies adherence to higher standards.
Comprehensive set of tender documents provided.

Concerns

Lack of explicit green, social, or innovation criteria.
Ambiguity regarding the exact procurement procedure type (Code 'A' with 'Negotiation Allowed').
Contract duration and start date not explicitly stated in the basic information.
Minor data inconsistency regarding 'Value Classified'.

Recommendations

1. Explicitly state the full name of the procurement procedure type to enhance clarity.
2. Consider integrating relevant green, social, or innovation criteria, even for expert services, where applicable.
3. Ensure all key contract timeline details (start date, exact duration) are clearly summarized in the basic information.
