Tender Quality Score

This tender is generally well-structured and clear with comprehensive technical requirements, but the highly specific manufacturer qualification raises significant concerns regarding fairness and competition. It lacks any explicit sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements, including reasonable deadlines and proper CPV codes. However, the 'FIFA Preferred Producer status' requirement for the manufacturer could be challenged on grounds of proportionality and non-discrimination, potentially limiting competition.

•Requirement for 'FIFA Preferred Producer status' for the manufacturer may be overly restrictive.
•Procedure type and code are listed as N/A, which is a minor ambiguity.
Clarity80/100

The tender description, scope of work, and technical requirements are very clear and well-documented. Evaluation criteria are explicitly stated as 100% lowest price, despite a minor inconsistency in the 'Characteristics' field.

•Minor inconsistency between 'Evaluation Criteria: relative_weighting' and the explicit '100% total cost, lowest price' in Document 9.
Completeness70/100

All essential information such as title, reference, organization, value, and deadlines are provided. Detailed technical specifications and submission forms are included. The explicit contract duration is not stated as a single field, though the work period is clear.

•Explicit contract duration is not provided as a distinct field, though the work completion period is clear.
•Procedure type and code are listed as N/A.
Fairness50/100

While e-procurement, disclosed value, and objective evaluation criteria promote fairness, the requirement for the artificial turf manufacturer to have 'FIFA Preferred Producer status' is highly restrictive. This specific qualification could significantly limit the pool of eligible bidders, potentially tailoring the tender to a very small number of suppliers and hindering open competition.

•Requirement for 'FIFA Preferred Producer status' for the manufacturer is overly restrictive and may limit competition significantly.
Practicality65/100

The tender supports electronic submission and e-procurement, and key dates like contract start and work completion are specified. The work period is clearly defined, aiding practical planning for bidders.

•The overall contract duration is not explicitly stated as a single metric, though the work period is clear.
Data Consistency90/100

The tender exhibits good data consistency, with most key fields populated and logical dates. There are no detected disputes or suspensions. A minor inconsistency exists in the description of evaluation criteria.

•Minor inconsistency in the description of evaluation criteria ('relative_weighting' vs. '100% total cost').
Sustainability20/100

The tender does not include any explicit green procurement, social, or innovation criteria. It is also not indicated as EU-funded, which often correlates with higher sustainability standards.

•Absence of green procurement criteria.
•Absence of social aspects.

Strengths

Clear and detailed project description and scope of work.
Comprehensive technical specifications and submission requirements.
Transparent financial information and objective evaluation criteria (lowest price).
Electronic submission and e-procurement enabled.
Reasonable submission deadline.

Concerns

Requirement for 'FIFA Preferred Producer status' for the manufacturer is highly restrictive and potentially tailored.
Lack of explicit sustainability (green, social, innovation) criteria.
Minor inconsistencies in procedure type/code and evaluation criteria description.
Contract duration not explicitly stated as a single field.

Recommendations

1. Re-evaluate the 'FIFA Preferred Producer status' requirement to ensure it is strictly necessary and proportionate, considering alternative ways to ensure quality without unduly restricting competition.
2. Incorporate sustainability criteria (e.g., recycled content for turf, waste management plans, social clauses) to align with modern procurement best practices.
3. Clarify the formal procedure type and code for better legal compliance and transparency.
