Fair

Tender Quality Score

This tender exhibits significant concerns regarding fairness due to explicit vendor lock-in and restricted document access, despite otherwise clear and comprehensive documentation for the specified solution. The lack of sustainability considerations is also notable.

Score Breakdown

Legal Compliance50/100

The tender utilizes the European Single Procurement Document (ESPD) and specifies reasonable deadlines, indicating adherence to basic procedural requirements. However, the mandatory requirement for bidders to be a 'recognized ManageEngine partner' and for the solution to be 'ManageEngine solution' raises significant concerns regarding compliance with principles of non-discrimination and proportionality in public procurement, potentially limiting competition without clear justification.

Mandatory requirement for bidders to be a 'recognized ManageEngine partner' and for the solution to be a 'ManageEngine solution' severely restricts competition.
Clarity80/100

The tender description is clear, outlining the purpose of the IT asset management environment and its integration with existing systems. Requirements are specific, detailing the necessary ManageEngine components, support, and implementation services. Evaluation criteria (lowest cost, 100% weighting) are explicitly stated, as is the unusual 'zero euros' pricing for additional services.

The requirement for 'zero euros' for additional services in the cost table, while clear, may obscure the true total cost of ownership or lead to future contractual disputes if these services are genuinely needed.
Completeness75/100

All essential information, including title, reference, organization, estimated value, deadlines, and contract duration, is provided. Requirements, evaluation criteria, and performance conditions (via draft contract reference) are defined. A comprehensive set of documents is listed, with most having content summaries.

Contradiction between 'Estimated Value: 180,000.00 EUR' and 'Value Classified: Yes' indicates an inconsistency in information disclosure.
Fairness20/100

This category presents the most critical issues. The explicit requirement for bidders to be a 'recognized ManageEngine partner' and for the solution to be 'ManageEngine solution' constitutes a direct tailoring of the tender to a specific vendor's ecosystem, severely limiting fair competition. Furthermore, the 'Restricted document access' and the requirement to sign an NDA to access technical specifications create an unnecessary barrier for potential bidders.

Tender requirements are explicitly tailored to a specific vendor (ManageEngine partner and solution), severely limiting competition.
Restricted document access requiring a Non-Disclosure Agreement (NDA) to view technical specifications creates a barrier to entry and reduces transparency.
Practicality60/100

Electronic submission and e-procurement are supported, enhancing practicality for bid submission. The contract duration is clearly specified. However, the requirement for an NDA to access technical specifications and the general restricted document access reduce the practicality for potential bidders to thoroughly assess the opportunity.

Requirement to sign an NDA to access technical specifications creates an administrative hurdle and reduces ease of access to critical information.
Financing information is vague, referring only to the draft contract without specific details.
Data Consistency70/100

Most key fields are populated, and dates are logical. There are no reported disputes or suspensions. However, a significant inconsistency exists with the estimated value being provided while simultaneously being marked as 'classified'. There's also a minor terminological inconsistency between 'relative_weighting' and '100% lowest cost' for evaluation criteria.

Contradiction between 'Estimated Value: 180,000.00 EUR' and 'Value Classified: Yes'.
Minor inconsistency in evaluation criteria description ('relative_weighting' vs. '100% lowest cost').
Sustainability30/100

The tender does not include any explicit criteria related to green procurement, social aspects, or innovation. It is also not EU funded, which often correlates with higher sustainability standards. The focus is purely on technical and financial aspects of IT asset management.

Absence of green procurement criteria.
No inclusion of social aspects.

Strengths

Clear and detailed description of the required IT asset management solution.
Electronic submission and e-procurement are supported.
Evaluation criteria (lowest cost) are explicitly defined.
Use of European Single Procurement Document (ESPD) for qualification.

Concerns

Explicit vendor lock-in (ManageEngine partner and solution) severely limits competition.
Restricted document access requiring an NDA for technical specifications.
Contradiction in financial information (estimated value vs. classified status).
Requirement for 'zero euros' for additional services may obscure total cost.
Complete absence of sustainability, social, or innovation criteria.

Recommendations

1. Re-evaluate the necessity of the specific vendor requirement; if truly essential for interoperability, provide robust justification or explore options for equivalent solutions.
2. Ensure full and unrestricted access to all tender documents, including technical specifications, without requiring a prior NDA.
3. Clarify the pricing structure for additional services to ensure transparency regarding the total cost of ownership.
