75
Good

Tender Quality Score

This is a generally well-structured tender with clear requirements and transparent evaluation criteria, though the full technical content is difficult to assess due to unanalyzed attached documents. It demonstrates good compliance and fairness, but could improve on explicit sustainability criteria.

Score Breakdown

Legal Compliance75/100

Legal compliance is generally good, with reasonable deadlines (32 days), appropriate CPV codes, and no detected disputes. The tender is EU-funded and utilizes standard practices like ESPD and e-procurement. However, the 'N/A' codes for 'Type' and 'Procedure' are minor ambiguities.

Minor ambiguity in procedure type and code (Type: T, Procedure: A, both Code: N/A)
Clarity80/100

The tender description, AI-extracted requirements, and evaluation criteria are clear and well-documented. Performance conditions, such as warranty and support, are also clearly stated. The primary concern for clarity stems from the inability to analyze the content of the 'Tehniline kirjelduse lisad 1-8' (.zip file), which may contain crucial technical details.

Content of 'Tehniline kirjelduse lisad 1-8' (.zip) could not be analyzed, potentially impacting full clarity of technical details.
Completeness70/100

Most essential information, including basic details, financial data, timelines, and location, is comprehensively provided. Requirements and evaluation criteria are well-defined. However, the inability to process the content of the technical appendices in the .zip file means the full completeness of the detailed technical specifications cannot be verified from the provided data.

Content of 'Tehniline kirjelduse lisad 1-8' (.zip) could not be analyzed, limiting the assessment of full technical completeness.
Fairness85/100

The tender demonstrates good fairness with a disclosed estimated value, reasonable preparation deadlines, and objective, transparent evaluation criteria (40% cost, 60% technical solution). E-procurement is enabled, ensuring equal access. While detailed team requirements are specified, they appear appropriate for a complex IT project of this nature and do not inherently suggest tailoring to a specific company.

Practicality65/100

Electronic submission is supported, and key dates like contract start and duration are clearly specified. Financing information is available. The absence of a direct document URL in the provided data is a minor practical detail for external access, but not a flaw in the tender's accessibility via an e-procurement platform.

Direct document URL not provided in the tender information for external access.
Data Consistency90/100

Data consistency is high, with all key fields populated and logical, consistent dates for the procurement timeline. There are no reported suspensions or disputes, indicating a stable procurement process.

Sustainability50/100

The tender is EU-funded, which often implies higher standards. The project itself, focusing on a cultural heritage portal and citizen science, has an inherent innovative and societal value. However, explicit environmental or social sustainability criteria are not mentioned in the tender documentation.

Lack of explicit environmental (green procurement) criteria.
Lack of explicit social criteria.

Strengths

Clear project description and scope of work.
Transparent financial information and evaluation criteria.
EU-funded, often implying higher standards and robust oversight.
Electronic submission and e-procurement enabled for broad access.
Detailed team requirements, appropriate for a complex IT development project.

Concerns

Inability to analyze content of technical appendices (.zip file) impacts full assessment of clarity and completeness.
Lack of explicit environmental or social sustainability criteria.
Minor ambiguity in procurement procedure type and code.

Recommendations

1. Ensure all technical appendices are provided in easily analyzable and standard formats to enhance clarity and completeness.
2. Consider integrating explicit environmental and social sustainability criteria into future tenders, aligning with broader EU objectives.
3. Provide clear, standardized codes for procurement type and procedure to eliminate minor ambiguities.
