Estimated Win ProbabilityModerate Fit

This tender seeks a framework agreement for concert equipment rental, repair, and maintenance. Success hinges on demonstrating robust technical capability, competitive pricing, and a clear understanding of Eesti Kontsert's operational needs. While social value and innovation are not explicitly weighted, demonstrating commitment in these areas can provide a competitive edge.

Key Winning Messages

Reliable and Comprehensive Concert Technical Solutions: We offer a seamless, end-to-end service for all your concert equipment needs, ensuring operational excellence and peace of mind.

Cost-Effective and Flexible Partnership: Our competitive pricing and adaptable service model are designed to meet Eesti Kontsert's evolving requirements and budget.

Expert Technical Support and Maintenance: Our skilled personnel and proactive maintenance ensure your events run smoothly with state-of-the-art, well-maintained equipment.

Key Opportunities
Leverage the lack of specified evaluation criteria to establish a strong narrative around value and reliability.
Offer flexible pricing models that can accommodate the 'approximate' and 'as needed' nature of the contract volumes.
Demonstrate a commitment to quality and reliability, even without explicit weighting for these factors, as they are inherent to concert production.
Key Challenges
The absence of explicit evaluation criteria makes it difficult to tailor the bid for maximum scoring.

Focus on addressing all mandatory requirements thoroughly and present a compelling case for overall value, reliability, and cost-effectiveness. Highlight strengths in technical capability and service delivery.

Potential for high competition given the estimated value and the nature of the services.

Conduct thorough competitor analysis if possible. Focus on clear differentiation through service quality, responsiveness, and a well-structured, competitive pricing proposal.

The 'approximate' and 'as needed' nature of volumes requires a flexible and responsive service offering.

Clearly articulate your capacity and willingness to scale services up or down based on Eesti Kontsert's fluctuating needs. Provide examples of how you have managed similar variable demand in the past.

Ideal Bidder Profile
An experienced provider of technical event services with a proven track record in concert production, possessing a comprehensive inventory of high-quality concert equipment, a skilled technical team, and efficient repair/maintenance capabilities. The ideal bidder will also be agile enough to respond to fluctuating demand and offer competitive pricing structures.
Key Requirements
Capability to provide concert equipment rental, repair, and maintenance services.
Capability to provide technical personnel services.
Submission of sample prices and total cost with discounts using Form A 2026.docx.
Adherence to exclusion grounds and eligibility requirements (ESPD likely required).
Unconditional bid submission and adherence to cost structure.
Key Discriminators
Proactive maintenance schedules that minimize downtime and ensure equipment reliability.
A dedicated account manager for Eesti Kontsert to ensure seamless communication and rapid response.
A comprehensive inventory of modern, well-maintained concert equipment, potentially including specialized or high-demand items.
A clear and transparent pricing structure that demonstrates value for money, even with potential discounts.
Demonstrated experience with similar large-scale cultural institutions or event organizers.
Social Value Opportunities
Commit to using local suppliers for any necessary consumables or minor repairs, supporting the Estonian economy.
Offer training opportunities for junior technical staff from Estonian educational institutions as part of the technical personnel services, fostering local talent development.

Highlight Responsiveness and Flexibility
MediumMed effort

Tender Quality Score

This tender demonstrates good overall quality with clear evaluation criteria and a fair process, though it has minor inconsistencies and lacks focus on sustainability. The framework agreement structure with mini-tenders is a sound approach for ongoing service procurement.

Score Breakdown

Legal Compliance75/100

The tender generally complies with legal requirements, featuring a reasonable submission period, no detected disputes, and the use of an ESPD. However, the assigned CPV code 'Mitmesugused teenused' (Miscellaneous services) is overly generic for concert equipment rental, repair, and maintenance, which could affect searchability and proper classification.

•Overly generic CPV code (15297) for the specific services tendered.
Clarity85/100

The tender's description of services, duration, and purpose is clear. Evaluation criteria, based solely on the lowest total cost of the sample bid, are exceptionally transparent and unambiguous. AI-extracted requirements are well-structured and understandable.

•The statement that 'volumes are approximate' (umbkaudsed mahud) introduces a slight ambiguity, though common for framework agreements.
Completeness80/100

All essential basic information, financial details, deadlines, and duration are comprehensively provided. Key tender documents are attached and summarized, and requirements along with evaluation criteria are clearly defined. The location information, while initially 'unspecified region', is clarified by the description of specific concert halls.

Fairness90/100

The tender exhibits high fairness with full document access, disclosed estimated value, and a reasonable preparation period. The evaluation criteria are objective and transparent, and e-procurement is enabled for equal access. Requirements appear generic and not tailored, and the maximum of three participants for the framework agreement is a standard, fair approach.

Practicality70/100

Electronic submission is supported, and the contract start date and duration are specified. However, the absence of a direct URL to the tender documents, requiring navigation of the e-procurement portal, is a minor practical inconvenience. A notable inconsistency exists between the contract start date and the service period start date.

•No direct URL to tender documents, requiring navigation of the e-procurement portal.
•Inconsistency between the stated contract start date (2026-03-16) and the service period start date (2026-02-01).
Data Consistency65/100

Most key fields are populated, and no disputes or suspensions are detected. However, a significant inconsistency exists between the contract start date (March 16, 2026) and the stated service period start date (February 1, 2026). The generic CPV code also contributes to a lack of precision in data classification.

•Inconsistency between the contract start date and the service period start date.
•Generic CPV code reduces data precision.
Sustainability25/100

The tender does not explicitly incorporate any green procurement, social aspects, or innovation focus. It is also not indicated as EU-funded, which often drives higher sustainability standards. This represents a missed opportunity to promote broader public policy objectives.

•Absence of green procurement criteria.
•No social aspects or innovation focus included.

Strengths

Clear and objective evaluation criteria (lowest price).
Comprehensive basic information and financial details.
Electronic submission and e-procurement enabled.
Fair process with reasonable deadlines and transparent requirements.
Framework agreement with mini-tenders promotes ongoing competition.

Concerns

Overly generic CPV code (15297).
Inconsistency between contract start date and service period start date.
Lack of explicit sustainability, social, or innovation criteria.
Approximate volumes introduce some uncertainty for bidders.
No direct URL to tender documents.

Recommendations

1. Update the CPV code to a more specific one reflecting concert equipment rental, repair, and maintenance services.
2. Clarify the discrepancy between the contract start date and the service period start date to avoid bidder confusion.
3. Consider incorporating relevant green, social, or innovation criteria into future tenders to align with broader public policy objectives.
