Tender Quality Score

This tender for low voltage connection work exhibits significant inconsistencies in evaluation criteria and potentially disproportionate experience requirements, impacting fairness and clarity. While basic information is present, the lack of explicit sustainability focus and unclear procedure type are notable concerns.

Score Breakdown

Legal Compliance65/100

The tender's procedure type (E/VO) is not clearly defined with standard codes, creating ambiguity. While likely a simplified national procedure, this lack of clarity is a concern. Payment terms, especially the 95-day factoring option, are lengthy and could disadvantage smaller bidders.

•Unclear procedure type (E/VO codes N/A)
•Long payment terms (95 days with factoring option)
Clarity50/100

A critical contradiction exists between the stated 'relative_weighting' evaluation criteria in the basic information and 'lowest price' specified in Document 1. This fundamental inconsistency severely impacts the clarity of the tender process for bidders.

•Contradictory evaluation criteria (relative weighting vs. lowest price)
Completeness70/100

Most essential information is provided, including title, organization, value, and deadlines. However, the explicit overall contract duration is not stated, only the work completion deadline. The 'Type' and 'Procedure' codes are also missing specific definitions.

•Missing explicit overall contract duration
•'Type' and 'Procedure' codes are N/A
Fairness35/100

The requirement for bidders to have completed at least one similar contract valued at a minimum of €40,000 for a €25,000 tender is disproportionate and could unfairly limit participation from smaller or newer companies. This, combined with the contradictory evaluation criteria, raises significant concerns about fairness and transparency.

•Disproportionate technical capability requirement (€40k experience for a €25k contract)
•Contradictory evaluation criteria
Practicality75/100

The tender supports electronic submission and provides a clear contract start date and detailed financing information. While a direct URL for tender documents is not explicitly provided, it's assumed they are accessible via the e-procurement system. The work completion deadline is clear, but the overall contract duration is not.

•No direct URL for tender documents (assumed via e-procurement system)
•Overall contract duration not explicitly stated
Data Consistency45/100

There is a significant inconsistency regarding the evaluation criteria, with 'relative_weighting' in the basic info contradicting 'lowest price' in a key document. The 'Value Classified: Yes' flag also conflicts with the explicit disclosure of the estimated value. The 'Type' and 'Procedure' codes being N/A further contribute to data inconsistency.

•Contradictory evaluation criteria
•'Value Classified: Yes' despite value being disclosed
Sustainability20/100

The tender lacks any explicit criteria or focus on green procurement, social aspects, or innovation. Despite being 'EU Funded', no specific sustainability requirements are integrated into the tender documentation.

•Absence of green procurement criteria
•Absence of social criteria

Strengths

Clear description of the scope of work
Electronic submission and e-procurement enabled
Detailed financing information and contract start date provided
Mandatory exclusion grounds and eligibility requirements are clear
CPV code and location information are correctly assigned

Concerns

Contradictory evaluation criteria (lowest price vs. relative weighting)
Disproportionate technical capability requirement (€40k experience for a €25k tender)
Unclear procedure type (E/VO codes N/A)
Lack of explicit sustainability (green, social, innovation) criteria
Long payment terms with factoring option

Recommendations

1. Immediately clarify and correct the evaluation criteria to ensure consistency between all tender documents.
2. Review and adjust the technical capability requirements to be proportionate to the estimated contract value, promoting broader participation.
3. Clearly define the procurement procedure type according to national and EU regulations and integrate sustainability criteria, especially given the 'EU Funded' characteristic.
