Original Tender Description

Execution of construction works at Soo and Võru substations in accordance with the conditions set out in the public procurement documents. The work will be carried out using the 'turnkey' method. Turnkey means that all equipment within the scope of the project will be supplied, along with the necessary design works, installed, configured, tested, etc., and finally handed over to the Client in an energized state. Facilities will be designed and built and handed over to the Client in a finished state. All supplied equipment must be installed and commissioned by the contractor. The works must be carried out in an environmentally safe manner. More detailed conditions are set out in the public procurement documents, and some of the public procurement documents are confidential. To review confidential documents, a confidentiality agreement must be signed.

65%
Estimated Win ProbabilityModerate Fit

This tender requires comprehensive substation construction works with a 'turnkey' approach. Success hinges on demonstrating robust technical capability, meticulous adherence to 'turnkey' delivery, and competitive, well-structured pricing. While social value and innovation are not explicitly weighted, demonstrating environmental safety and efficient project execution will be key differentiators.

Key Winning Messages

Proven 'Turnkey' Substation Expertise: Delivering complete, operational substations from design to commissioning, ensuring seamless project execution and minimal client involvement.

Technical Excellence and Compliance: Offering state-of-the-art, compliant equipment and a highly qualified team to guarantee the reliability and safety of the Soo and Võru substations.

Cost-Effective and Predictable Delivery: Providing competitive, fixed pricing with a transparent financing schedule, ensuring budget certainty and timely project completion.

Key Opportunities
Detailed technical specification tables for primary and high-voltage primary equipment offer a chance to showcase superior equipment choices and supplier relationships.
The 'turnkey' method allows for a holistic approach, enabling a bidder to demonstrate integrated project management and efficiency.
The specific questionnaires for relay protection and automation are critical for demonstrating specialized expertise and understanding of Elering's operational needs.
The financing schedule requirement provides an opportunity to demonstrate financial stability and a clear understanding of project cash flow.
Key Challenges
Confidentiality of some tender documents requires prompt action to sign the NDA and access crucial details.

Immediately initiate the process to sign the confidentiality agreement upon receiving the tender documents. Allocate dedicated resources to review confidential information thoroughly and promptly.

Lack of specified evaluation criteria means a strong focus on meeting all mandatory requirements and demonstrating value through technical excellence and competitive pricing is essential.

Assume a balanced evaluation approach where technical capability, price, and adherence to all requirements are heavily weighted. Ensure all technical specifications are met or exceeded, and pricing is competitive yet profitable. Thoroughly address all submission requirements to avoid disqualification.

The 'turnkey' nature demands a high level of coordination and responsibility across multiple project phases (design, procurement, construction, commissioning).

Develop a comprehensive project execution plan that clearly outlines responsibilities, timelines, and risk management strategies for each phase. Highlight past 'turnkey' project successes and the integrated project management approach.

Ideal Bidder Profile
An experienced electrical engineering and construction company with a proven track record in substation construction, including design, equipment supply, installation, and commissioning. The ideal bidder possesses a strong team of certified electrical leads, designers, and adjusters, and has established relationships with reliable suppliers of high-voltage primary equipment. They must also have a solid financial standing and a clear understanding of 'turnkey' project delivery.
Key Requirements
Demonstrate qualifications for substation construction works (via questionnaires).
Provide detailed technical parameters for primary and high-voltage primary equipment.
Team must include A-competence electrical works lead, primary/secondary part designers, and adjusters.
Complete and submit specific questionnaires for relay protection and automation for both substations.
Offer new and defect-free equipment meeting specified technical parameters.
Adherence to 'turnkey' delivery method (design, supply, install, commission, handover).
Confirmation of absence of exclusion grounds for bidder and first-tier subcontractors.
Submit a financing schedule for 2026-2028.
Key Discriminators
Demonstrated experience with 'turnkey' substation projects of similar scale and complexity.
Proactive identification and mitigation of environmental safety risks during construction.
Innovative solutions for equipment integration or operational efficiency, even if not explicitly requested.
A highly experienced and certified project team with a strong track record in high-voltage electrical works.
Social Value Opportunities
Commitment to local employment and skills development during the construction phase, even though not explicitly required. This can be framed as a contribution to the local economy and community.

Tender Quality Score

This tender for substation construction works presents a detailed scope and clear requirements but is significantly hampered by a critical CPV code error and internal inconsistencies regarding evaluation criteria and procedure type.

Score Breakdown

Legal Compliance40/100

The tender suffers from a critical error in CPV code assignment, classifying 'Substation construction works' under 'Sporting services' (9284), which is a major legal non-compliance. The procedure type 'LM' is also vaguely defined without a standard code.

•Incorrect CPV code (9284 instead of construction-related code)
•Vague procedure type 'LM (Code: N/A)'
Clarity75/100

The project description and AI-extracted requirements are generally clear and comprehensive. However, there is a direct contradiction between the stated 'relative_weighting' evaluation characteristic and the explicit instruction to evaluate 'solely based on the total tender cost (excluding VAT), with the lowest price receiving the maximum points.'

•Contradiction in evaluation criteria (relative weighting vs. lowest price)
Completeness65/100

Basic information, deadlines, and value are provided. Detailed requirements are outlined, and location information is clear. However, the contract duration is not explicitly stated in the main tender data, and the AI could not analyze the content of many crucial .zip documents, limiting a full assessment of their completeness.

•Contract duration not explicitly stated
•Content of many critical .zip documents not analyzed
Fairness85/100

The tender supports e-procurement and discloses the estimated value. Deadlines for submission are reasonable. While access to some documents requires a confidentiality agreement, the process is outlined, and there is no indication that requirements are tailored to a specific company.

•Access to some documents requires a confidentiality agreement
Practicality70/100

Electronic submission is supported, and financing information is available through the draft contract and required bidder schedule. The contract start date is provided, though noted as indicative. The overall duration is not explicitly stated, relying on the draft contract.

•Contract duration not explicitly stated in main data
•Contract start date is indicative
Data Consistency60/100

A significant inconsistency exists between the 'relative_weighting' characteristic and the 'lowest price' evaluation criterion. The procedure type 'LM' is vague, and the 'Value Classified: Yes' label contradicts the disclosed estimated value.

•Contradiction in evaluation criteria
•Vague procedure type
Sustainability35/100

The tender includes a general statement about environmentally safe execution of works but lacks specific green procurement criteria, social aspects, or an innovation focus. It is not indicated as EU-funded.

•Lack of specific green procurement criteria
•No social or innovation focus

Strengths

Clear project description and detailed AI-extracted requirements
Electronic submission and e-procurement enabled
Reasonable submission deadline and disclosed estimated value
Comprehensive set of tender documents provided
Clear location information for the works

Concerns

Critical error in CPV code assignment (9284 'Sporting services' for construction)
Contradiction between 'relative_weighting' and 'lowest price' evaluation criteria
Vague definition of the procurement procedure type ('LM')
Access to some tender documents requires a confidentiality agreement
Lack of specific sustainability (green, social, innovation) criteria

Recommendations

1. Correct the CPV code to accurately reflect substation construction works.
2. Clarify and ensure consistency in the evaluation criteria (either relative weighting or lowest price).
3. Clearly define the procurement procedure type according to national or EU standards.
