Tender Quality Score

This tender is generally well-structured, providing clear information and transparent evaluation criteria, but the absence of contract duration in the basic information is a notable gap. The approach of awarding multiple contracts for parking services enhances competition and fairness.

Score Breakdown

Legal Compliance75/100

Deadlines are reasonable (30 days) and the CPV code is appropriate. The use of ESPD and absence of disputes indicate good compliance with regulations. However, the 'N/A' codes for Type and Procedure are minor ambiguities in formal classification.

•Procedure type and tender type codes are 'N/A', lacking full formal detail.
Clarity80/100

The description is generally clear, with a minor linguistic ambiguity regarding 'not dividing into parts' while concluding 'multiple contracts', which is clarified by the intent to ensure competition. Evaluation criteria, technical specifications, and submission forms are well-documented and understandable.

•Slight linguistic ambiguity in the description regarding 'not dividing into parts' versus 'concluding contracts with several tenderers'.
Completeness70/100

Most basic information, including title, reference, organization, value, and deadlines, is present. However, the explicit duration of the service contract is missing from the main tender overview, which is a significant omission for bidders.

•Explicit duration of the service contract is not specified in the main tender overview.
Fairness85/100

Full document access, disclosed value, and reasonable deadlines contribute to fairness. Evaluation criteria are objective and transparent, and e-procurement is enabled. While the 'at least 50 parking spaces per lot' and '750m radius' requirements are restrictive, the strategy of awarding to multiple bidders (up to 250 spaces) mitigates potential tailoring concerns and promotes competition.

Practicality65/100

Electronic submission is supported, and the contract start date is known. However, the absence of a clearly specified contract duration in the overview is a practical drawback for bidders in planning their resources and commitments.

•Contract duration is not clearly specified in the main tender overview, impacting bidder planning.
Data Consistency90/100

Key fields are mostly populated, and dates are logical and consistent. There are no detected disputes or suspensions. Minor inconsistencies include the 'N/A' codes for tender type/procedure and the missing explicit contract duration.

•Minor inconsistencies with 'N/A' codes for tender type and procedure.
Sustainability50/100

The tender does not explicitly include green procurement, social aspects, or innovation focus. While common for basic services, this represents a missed opportunity for modern procurement practices.

•Absence of explicit green procurement criteria.
•Absence of social criteria.

Strengths

Clear description of service need and location.
Transparent financial information and evaluation criteria.
Support for electronic submission and e-procurement.
Strategy to award multiple contracts enhances competition.
Comprehensive set of tender documents provided.

Concerns

Missing explicit contract duration in the main tender overview.
Restrictive geographical and minimum parking lot size requirements.
Lack of sustainability (green, social, innovation) criteria.
Ambiguity in tender type/procedure codes ('N/A').

Recommendations

1. Explicitly state the contract duration in the main tender information for clarity and bidder planning.
2. Consider incorporating relevant sustainability (e.g., green, social) criteria where applicable, even for basic services.
3. Ensure all formal codes for tender type and procedure are fully populated.
