Helseforetakene er pålagt en periodisk rapportering til myndighetene av Kostnad Pr Pasient (KPP). Helsedirektoratet er mottaker av denne rapporten som benyttes til blant annet offentlig statistikker og analyser. Helsedirektoratet har en modell som de oppdaterer jevnlig som danner mal for rapporteringen fra sykehusene. Eksisterende løsninger er end-of-life, og helseforetakene har behov for en ny avtale for oppfylle krav fra Helsedirektoratet.
