Tender Quality Score

This tender for cleaning services at the London Academy of Excellence presents a well-described opportunity with clear quality expectations and a structured two-stage competitive process, but suffers from significant data inconsistencies regarding contract value and duration, and includes an unusual fee requirement for the successful bidder.

Score Breakdown

Legal Compliance75/100

The tender defines a competitive flexible procedure and uses an appropriate CPV code. There are no reported disputes. However, the reveal date and the liable person are not specified, and formal procedure codes are missing, representing minor compliance gaps.

Missing reveal date
Missing liable person
Clarity80/100

The tender provides a very clear and detailed description of the Academy, the new premises, and the scope of cleaning services required. Requirements for insurance and annual turnover are explicit, and the two-stage evaluation process with a 35% price / 65% quality split for the ITT stage is well-defined.

Specific evaluation criteria for the initial PSQ stage are not fully detailed in the provided text
Completeness55/100

Basic information such as title, reference, organization, and description are present. Deadlines, value, and duration are specified, but there is a significant inconsistency between the stated 'Contract Duration' (36 months) and the 'Estimated Value' (£620,000 / €744,000) which is explicitly calculated in the description for a 5-year term (3 years + 2-year extension). Missing liable person and formal procedure codes also detract from completeness.

Inconsistent contract duration and estimated value
Missing liable person
Fairness70/100

The tender offers full document access and discloses the estimated value. Evaluation criteria are transparent and objective pre-qualification requirements are set. E-procurement is enabled via Delta eSourcing. However, the requirement for the successful tenderer to pay the RIVA tender fee is an unusual and potentially unfair barrier to entry, especially for smaller businesses.

Requirement for successful tenderer to pay RIVA tender fee
Practicality65/100

Electronic submission and document access are supported through the Delta eSourcing portal. Financing information (fixed price, monthly invoices) and duration are clear. However, the contract start date has a minor inconsistency between the timeline and description, and the requirement to pay the RIVA tender fee adds an unusual practical hurdle for bidders.

Minor inconsistency in contract start date
Requirement for successful tenderer to pay RIVA tender fee
Data Consistency40/100

There are significant inconsistencies in key data fields. The 'Contract Duration' is stated as 36 months, while the 'Estimated Value' is clearly calculated in the description based on a 5-year term (3 years + 2-year extension). The contract start date also shows a minor discrepancy between the timeline and the description. Some key fields like 'Liable Person' and procedure codes are unpopulated.

Major inconsistency between contract duration and estimated value
Minor inconsistency in contract start date
Sustainability50/100

The tender demonstrates a strong focus on social aspects, including an aspiration towards the London Living Wage, the Academy's mission for social mobility, and expectations for staff development. It also welcomes innovative and creative ideas. However, there are no explicit green procurement criteria mentioned.

Lack of explicit green procurement criteria

Strengths

Clear and detailed description of requirements and expectations
Transparent two-stage evaluation process with defined quality/price split
Strong emphasis on social aspects and innovation
Full document access and e-procurement enabled
Appropriate CPV code and no reported disputes

Concerns

Significant inconsistency between estimated contract value and stated duration
Requirement for the successful tenderer to pay an external tender fee (RIVA)
Missing key administrative details (reveal date, liable person, formal procedure codes)
Lack of explicit green procurement criteria
Minor inconsistencies in contract start date

Recommendations

1. Clarify and reconcile the estimated contract value with the specified contract duration, ensuring consistency across all tender documents.
2. Reconsider the requirement for the successful tenderer to pay the RIVA tender fee, as it may deter potential bidders and impact fairness.
3. Complete all missing administrative fields, including the reveal date, liable person, and formal procedure codes, to enhance legal compliance and transparency.
