Tender Quality Score

This tender demonstrates a clear scope of work and utilizes e-procurement, but suffers from significant gaps in evaluation criteria, detailed requirements, and data consistency, impacting overall transparency and fairness.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to legal frameworks with a clearly defined procedure type and appropriate CPV codes. There are no reported disputes. However, the absence of a reveal date and liable person, along with the contradictory 'Value Classified: Yes' flag, indicate minor disclosure shortcomings.

Missing reveal date
Missing liable person
Clarity60/100

The description of services and AI-extracted requirements are generally clear and understandable in their intent. However, the critical absence of specified evaluation criteria significantly reduces clarity for potential bidders. Key details for mandatory exclusion grounds and financial requirements are also not explicitly provided in the summaries.

Missing evaluation criteria
Mandatory exclusion grounds not explicitly detailed in summaries
Completeness65/100

Most basic information, including title, reference, organization, deadlines, value, duration, and location, is present. Documents are attached and summarized. However, the tender is incomplete due to the absence of specified evaluation criteria and the lack of detailed information for financial requirements and mandatory exclusion grounds.

Missing evaluation criteria
Lack of specific details for financial requirements and mandatory exclusion grounds
Fairness60/100

The tender supports e-procurement and allows bidding for multiple lots, which promotes access. While the requirements are substantial (e.g., operating across 7 UK regions), they do not appear explicitly tailored to a single company. However, the complete absence of evaluation criteria is a major fairness concern, as it prevents objective and transparent assessment of bids.

Missing evaluation criteria, severely impacting transparency and objectivity
Practicality70/100

Electronic submission via the Proactis Supplier Network is supported, and the contract start date and duration are clearly specified. The estimated value is also provided. A minor practical drawback is the lack of a direct document URL in the basic information, and the 'Value Classified: Yes' flag could cause confusion.

No direct document URL provided in basic information
Contradictory 'Value Classified: Yes' flag potentially causing confusion
Data Consistency40/100

This category shows significant weaknesses. The 'Liable Person' field is empty, and the 'Value Classified: Yes' flag directly contradicts the disclosed estimated value. Furthermore, the submission deadline and contract start date being identical is a logical inconsistency, as a contract typically commences post-award.

Missing 'Liable Person'
Contradiction between 'Value Classified: Yes' and disclosed estimated value
Sustainability20/100

The tender lacks any explicit mention of green procurement, social aspects, or innovation focus. There is no indication of EU funding, which often correlates with higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear description of services and scope of work
E-procurement enabled via Proactis Supplier Network
All basic information (title, reference, organization, value, duration) is present
CPV code is appropriately assigned
No reported disputes or suspensions

Concerns

Critical absence of evaluation criteria
Significant data inconsistencies (value classification, dates)
Lack of detailed financial and exclusion requirements in summaries
No explicit focus on sustainability (green, social, innovation)
Missing liable person and reveal date

Recommendations

1. Publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Clarify and provide full details for all mandatory exclusion grounds and financial requirements.
3. Rectify data inconsistencies, particularly regarding value classification and the logical sequence of dates.
