Original Tender Description

Impact Multi Academy Trust is a multi-academy trust currently operating eight schools across the London region serving approximately 8,000 students. The Trust is tendering its Catering Services Provision for five of its eight schools as follows: • Langley Park School for Boys • Langley Park School for Girls • Langley Primary School • Clare House Primary School • Hawes Down Primary School The new contract will commence on 1st August 2026 for an initial term of three (3) years, with termly and annual performance reviews and an appropriate break clause. There will be an option to extend for a further two years (1+1), subject to satisfactory performance and mutual agreement on budgets and service levels. Each participating school benefits from well-used dining facilities, with modern, well-maintained kitchens forming the hub of their catering provision. The projected turnover for the three-year contract is expected to be circa £5.6 million. This contract is designed to encourage proactive management, maximise meal uptake, ensure consistently high food quality and deliver tangible contract support. The Trust, supported by CCL, expects the successful Contractor to reasonably guarantee their financial proposal and maintain excellent service standards. The procurement process follows a two stage ‘Competitive Flexible’ approach, beginning with a Procurement Specific Questionnaire (PSQ) stage followed by an Invitation to Tender (ITT) stage for shortlisted bidders. This process is managed under the Light Touch Regime, and the Trust reserves the right to refine the award criteria throughout. To declare your interest in the tender and download contract documents (available free of charge), please register on https://in-tendhost.co.uk/cohesionconsulting/aspx/Home. In short, the Trust needs to be convinced that bidders can deliver their promises in full, achieve their sales projections, and meet their service enhancements. If the Trust is not convinced of this, it reserves the right to consider an insourced solution or make no award. Any investment proposals must align with ESFA guidelines.

Tender Quality Score

This tender for catering services is generally well-structured with clear requirements and a defined process. However, it lacks specific evaluation criteria and details on green/social aspects, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender specifies a clear procedure (Competitive Flexible) and a proper CPV code. Deadlines are provided, though the submission deadline relative to the contract start date might be tight. No disputes are indicated. The use of a 'Light Touch Regime' suggests a degree of regulatory compliance, but the absence of explicit evaluation criteria could be a minor compliance concern depending on jurisdiction.

Clarity80/100

The description of services and requirements is generally clear, outlining the scope, expected outcomes, and the two-stage procurement process. The AI-extracted requirements further detail the expected capabilities. However, the lack of specified award criteria leaves some ambiguity on how bids will be evaluated.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including the organization, estimated value, contract duration, and start date. The CPV code and NUTS code are provided. However, the tender documents themselves are not accessible without registration, and their content is not summarized, which affects completeness from a bidder's perspective.

No document content available
Fairness85/100

The tender offers full document access free of charge via a provided URL, discloses the estimated value, and uses objective criteria for eligibility and technical capability. The competitive flexible procedure is standard. The 'Light Touch Regime' and the reservation to refine award criteria could introduce some subjectivity, but overall fairness is good.

Practicality65/100

The tender requires e-submission via a specific platform, which is practical. The contract start date is provided. Financing information is implied through the estimated value and projected turnover. However, the deadline may be tight for a two-stage process, and the lack of immediate document access without registration adds a minor hurdle.

Deadline may be too short
No e-submission (implied, as registration is required first)
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no indications of suspension or disputes. The contract start date and duration are logically presented. The projected turnover aligns with the estimated contract value.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded. This lack of focus on sustainability aspects limits its score in this category.

Not green procurement
No social criteria

Strengths

Clear description of services and scope

Concerns

Recommendations

2. Incorporate explicit sustainability and social value objectives.
3. Consider extending the submission deadline or clarifying the timeline for the PSQ stage.
