Tender Quality Score

This tender establishes a Dynamic Purchasing System (DPS) for recruitment services, which is a suitable approach for ongoing needs. However, the overall quality assessment is severely hampered by the complete absence of detailed tender documents and specific evaluation criteria.

Score Breakdown

Legal Compliance100/100

The high-level description suggests a standard restricted procedure for establishing a DPS. However, the lack of detailed tender documents, particularly the absence of specific mandatory exclusion grounds, makes a thorough assessment of legal compliance impossible and raises concerns.

No specific mandatory exclusion grounds are detailed, which are typically legal requirements.
Complete absence of tender documents prevents full legal compliance review.
Clarity40/100

The general description of the DPS and its purpose is clear. However, the detailed requirements for passing the Selection Stage and participating in mini-competitions are entirely unclear due to the lack of any supporting documentation or specific criteria.

Lack of detailed evaluation criteria for the Selection Stage and subsequent mini-competitions.
Absence of full tender documentation, leading to ambiguity regarding practical implementation.
Completeness83/100

The tender information provided is highly incomplete. The complete absence of any attached documents means critical details regarding the procurement process, evaluation, and contractual terms are missing.

No tender documents attached or content available.
Missing detailed evaluation criteria for both Selection Stage and mini-competitions.
Fairness60/100

The DPS model inherently promotes fairness by allowing continuous market access for new suppliers. However, the lack of transparent and detailed evaluation criteria for the Selection Stage and mini-competitions poses a significant risk to the fairness and objectivity of supplier selection.

Missing detailed evaluation criteria for the Selection Stage, potentially leading to subjective assessment.
Risk of unfairness in mini-competitions without clear, pre-defined evaluation methodologies.
Practicality40/100

The use of a DPS is a practical approach for managing long-term, recurring recruitment needs. However, the practical implementation details, such as the mechanics of mini-competitions, service level agreements, and pricing structures, are entirely absent.

No details on the practical mechanics of mini-competitions (e.g., how they are issued, response times, specific evaluation).
Absence of information regarding service level agreements or contractual terms.
Data Consistency100/100

The provided summary information is internally consistent, with no apparent contradictions in the high-level details.

Sustainability0/100

There is no mention of any green, social, or innovation procurement criteria. For a significant, long-term service contract, integrating these aspects is considered best practice and often a strategic objective.

Absence of green procurement criteria.
Absence of social criteria.

Strengths

Utilizes a Dynamic Purchasing System (DPS) allowing continuous market access and promoting competition.
Clear overall scope for recruitment services (temporary, permanent, direct, indirect staff).
Long contract duration (96 months) for the DPS, offering stability for participating suppliers.
Estimated value of 10,000,000.00 EUR is disclosed.

Concerns

Complete absence of any tender documents, making a comprehensive assessment impossible.
Missing detailed evaluation criteria for both the Selection Stage and subsequent mini-competitions.
Lack of specific financial requirements (e.g., minimum turnover) for a high-value DPS.
Absence of detailed mandatory exclusion grounds.
No integration of sustainability, social, or innovation criteria.

Recommendations

1. Publish comprehensive tender documents detailing all aspects of the DPS, including terms, conditions, and service specifications.
2. Clearly define and publish detailed, objective evaluation criteria for both the Selection Stage and all mini-competitions.
3. Specify financial requirements or clearly outline how financial stability will be assessed for suppliers joining the DPS.
