Needs Improvement

Tender Quality Score

This tender exhibits significant deficiencies due to the apparent absence of core tender documents and evaluation criteria, raising serious concerns about legal compliance and fairness. While the project scope is clear, the procurement process lacks fundamental transparency and accessibility.

Score Breakdown

Legal Compliance35/100

Legal compliance is severely hampered by the missing reveal date, which prevents assessment of the minimum bidding period. Furthermore, the absence of explicit mandatory exclusion grounds and the lack of full tender documents (which would contain detailed legal instructions) represent critical gaps in adherence to procurement regulations.

Missing tender reveal date
No explicit mandatory exclusion grounds detailed
Clarity50/100

The description of the scope of work is clear and well-defined. However, the critical absence of specified evaluation criteria and detailed submission instructions significantly reduces overall clarity for potential bidders regarding the assessment process and required submission content.

No evaluation criteria specified
Lack of detailed submission instructions beyond the deadline
Completeness30/100

The tender is fundamentally incomplete. While basic information like title, value, and duration are present, the most crucial elements—the actual tender specifications, instructions to bidders, and evaluation criteria—are missing or not accessible. The 'Liable Person' field is also unpopulated.

Core tender documents (specifications, instructions) are missing or not linked
No evaluation criteria defined
Fairness30/100

Fairness is severely compromised by the lack of full document access, as bidders cannot review the complete tender package. The absence of evaluation criteria creates an opaque assessment process, and the lack of e-submission acts as a barrier to equal access and efficient participation.

No full document access (core tender documents missing)
No evaluation criteria specified, leading to opaque assessment
Practicality45/100

Practicality is moderate. While contract duration and start date are clear, the absence of e-submission is a significant practical drawback in modern procurement. The lack of explicit document URLs also suggests potential inefficiencies in accessing necessary information.

No electronic submission supported
No explicit document URLs provided
Data Consistency70/100

Data consistency is generally good, with key dates (submission, contract start, duration) being logical and consistent. However, minor fields such as 'Liable Person', 'Type Code', and 'Procedure Code' are unpopulated, and the 'Missing reveal date' is a notable data gap.

Missing 'Liable Person', 'Type Code', and 'Procedure Code'
Missing tender reveal date
Sustainability20/100

The tender shows a complete absence of sustainability considerations. There are no explicit criteria for green procurement, social aspects, or innovation, which is a significant missed opportunity for a contract of this scale and duration.

No green procurement criteria
No social criteria included

Strengths

Clear and detailed description of the scope of work
Estimated value and contract duration are clearly specified
Appropriate CPV code assigned
Contract is divided into parts, potentially encouraging broader participation
Long period until submission deadline (from today's date) allows ample preparation time, assuming an early reveal date

Concerns

Absence of core tender documents (specifications, instructions, forms)
Missing evaluation criteria, leading to an opaque assessment process
Missing tender reveal date, preventing assessment of minimum bidding period
Lack of e-submission functionality, hindering accessibility and efficiency
Complete absence of sustainability (green, social, innovation) criteria

Recommendations

1. Immediately publish or link all comprehensive tender documents, including detailed specifications, instructions to bidders, and all evaluation criteria.
2. Clearly state the tender's reveal date to ensure transparency regarding the bidding period and legal compliance.
3. Implement an e-submission platform to enhance practicality, fairness, and efficiency for all potential bidders.
