Tender Quality Score

This preliminary market engagement notice for a high-value insurance framework is clear in its scope and future requirements, demonstrating good early market engagement. However, it suffers from critical data inconsistencies, notably an unrelated document summary and missing procedural details, which undermine its overall quality and reliability.

Score Breakdown

Legal Compliance75/100

The tender, being a preliminary market engagement notice, adheres to standard practices for early market consultation. The CPV code is correctly assigned, and no disputes are noted. However, the absence of a defined 'Type' and 'Procedure' in the basic information fields is a notable omission, even for a planning stage, as it should ideally indicate the intended procurement route.

Missing intended procurement procedure type
Clarity80/100

The description of the services and the AI-extracted eligibility and technical capability requirements are remarkably clear and unambiguous for a preliminary market engagement notice. They effectively communicate the scope and future expectations, which is appropriate for this stage where full evaluation criteria are not yet expected.

Completeness70/100

Basic information, estimated value, duration, and deadlines are well-specified. Requirements are outlined at a high level, suitable for a PME. However, the critical 'Type' and 'Procedure' fields are empty. More significantly, the summary of 'Document 1: Planning Notice' is entirely unrelated to the tender, indicating a severe issue with document processing or attachment, which compromises the completeness of the provided documentation.

Missing intended procurement procedure type
Unrelated document summary (Document 1)
Fairness85/100

The preliminary market engagement approach itself promotes fairness by allowing early market input. The high estimated value is disclosed, and the requirements appear generic and not tailored to a specific company. While 'No e-submission' is flagged, this may not be the final submission method for the formal tender. The long lead time for the submission deadline is also conducive to fair preparation.

No e-submission (if this persists in the formal tender)
Practicality65/100

The contract start date and duration are clearly specified. However, the lack of explicit electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden. The absence of a direct document URL also slightly hinders immediate access to the listed documents.

No e-submission
No explicit document URL provided
Data Consistency50/100

Key fields such as 'Type' and 'Procedure' are unpopulated, and 'Liable Person' is also empty. The most critical inconsistency is the summary of 'Document 1: Planning Notice', which describes fire safety works for a different organization, rendering the document list unreliable and raising serious concerns about the accuracy of the provided data.

Missing 'Type' and 'Procedure' fields
Unrelated document summary (Document 1)
Sustainability30/100

The tender information provides no indication of green procurement criteria, social aspects, or an innovation focus. It is also noted as not being EU funded. This suggests a complete absence of integrated sustainability considerations within the scope of this procurement.

No green procurement criteria
No social criteria

Strengths

Clear description of scope and purpose for a preliminary market engagement
High estimated value disclosed, promoting transparency
Early market engagement (PME) for a significant contract
Requirements for eligibility and technical capability are well-defined for this stage
Contract duration and start date are specified

Concerns

Critical data inconsistency: Unrelated document summary (Document 1)
Missing key procedural information (Type, Procedure)
Lack of e-submission support flagged by automated checks
Absence of sustainability, social, or innovation criteria
Missing explicit document URL for direct access

Recommendations

1. Rectify document attachments and summaries to ensure accuracy and relevance.
2. Clearly state the intended procurement procedure type in future notices.
3. Implement electronic submission for the formal tender to enhance accessibility and fairness.
