Tender Quality Score

This tender provides a clear description of the required services and offers a very generous timeline for preparation, but it is significantly hampered by the absence of explicit evaluation criteria.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to legal requirements, with a clearly defined restricted procedure and appropriate CPV codes. The long period between registration and submission mitigates concerns about the missing 'reveal date'. However, the absence of specific procedure codes and a liable person are minor omissions.

Missing specific procedure codes for the 'Competitive flexible procedure'
Liable person not specified
Clarity60/100

The description of the required network and voice services is clear and unambiguous, and the AI-extracted technical requirements are well-defined. However, the critical omission of evaluation criteria significantly reduces the overall clarity of the tender process for potential bidders.

No evaluation criteria specified
Performance conditions are not explicitly detailed in the provided summary
Completeness65/100

Basic information such as title, reference, organization, estimated value, duration, and location (NUTS code) are well-provided. All listed documents are summarized. The major deficiency is the complete absence of evaluation criteria, which is a fundamental component of a complete tender package.

Missing evaluation criteria
Procedure codes are not specified
Fairness60/100

The tender offers an exceptionally long and reasonable period for preparation between the registration and submission deadlines, which promotes fairness. The technical requirements appear generic and not tailored. However, the lack of specified evaluation criteria severely compromises the transparency and objectivity of the selection process, impacting fairness. The 'No e-submission' flag also raises concerns about equal access.

No evaluation criteria specified, leading to a lack of transparency and objectivity
Potential lack of full electronic submission for final bids, which may hinder equal access
Practicality65/100

The contract start date and duration are clearly specified, which is practical for planning. While registration is via an electronic portal (Market Dojo), the 'No e-submission' flag for final bids suggests a potential practical hurdle. Explicit document URLs are also not provided in the summary.

Ambiguity regarding full electronic submission for final bids
No explicit document URL provided in the summary
Data Consistency85/100

The tender data is largely consistent, with key fields populated and no reported disputes or suspensions. Dates are logical, with the submission deadline well after the registration deadline. Minor inconsistencies include empty fields for 'Liable Person' and procedure codes.

Liable person field is empty
Procedure codes are not specified
Sustainability20/100

This tender shows very low consideration for sustainability. There are no explicit mentions of green procurement, social aspects, or innovation focus within the provided information. It is also not EU funded, which often implies higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear and detailed description of required services
Very generous timeline for bid preparation (over a year)
Estimated value and contract duration are clearly specified
Technical requirements appear generic and not tailored to a specific company

Concerns

Critical absence of evaluation criteria, impacting clarity, completeness, and fairness
Lack of explicit sustainability (environmental, social, innovation) considerations
Ambiguity regarding full electronic submission for final bids
Missing some basic legal/procedural details (e.g., procedure codes, liable person)

Recommendations

1. Immediately publish detailed and objective evaluation criteria to ensure transparency and fairness.
2. Clarify and ensure a fully electronic submission process for all stages of the tender.
3. Integrate specific sustainability (environmental, social, and innovation) criteria into the tender requirements.
