Original Tender Description

The Scottish Government is establishing a collaborative Dynamic Purchasing System (DPS) for Digital Technology and Cyber Services. A key objective of this DPS is to offer a straightforward, flexible route to market for all Scottish public sector organisations with a requirement for digital technology and cyber services across four lots: - Digital Technology Projects and Services - Digital Technology Resources - Digital Training Services - Cyber Security Services Potential participants must complete the SPD (Single Procurement Document) and meet the minimum entry criteria to participate on the DPS. For details of public sector organisations who can access the DPS please see section (VI.3 Additional Information). The Digital Technology and Cyber Services DPS will be open for new applicants throughout its lifetime.

SUBMISSION REQUIREMENTS2

--Bidders must complete the Single Procurement Document (SPD).

--Bids must be submitted by the deadline of 2027-03-31 at 11:00:00.

MANDATORY EXCLUSION GROUNDS1

--Bidders must not be subject to any mandatory exclusion grounds as defined within the Single Procurement Document (SPD) and relevant procurement regulations.

ELIGIBILITY REQUIREMENTS3

--Bidders must be able to provide Digital Technology and Cyber Services.

--Bidders must be able to provide services for at least one of the following lots: Digital Technology Projects and Services, Digital Technology Resources, Digital Training Services, Cyber Security Services.

--Bidders must meet the minimum entry criteria for participation on the Dynamic Purchasing System (DPS).

TECHNICAL CAPABILITY REQUIREMENTS1

--Bidders must demonstrate technical capability relevant to the Digital Technology and Cyber Services required across the four lots, as assessed through the minimum entry criteria and the Single Procurement Document (SPD).

FINANCIAL REQUIREMENTS1

--Bidders must meet any financial standing requirements specified within the Single Procurement Document (SPD) and the minimum entry criteria.
