Original Tender Description

Suppliers are encouraged to review the Preliminary market engagement document on the Jaggaer Portal. Further detail is below. The requirement: The Council requires a housebuilder warranty and insurance policy for the 291 Harrow Road development. The Council, acting as the developer, has appointed a main contractor to undertake pre-construction services and ultimately to construct three towers at the 291 Harrow Road site. In total the three towers will deliver 144 new homes. Construction is due to commence in late 2027. Council requires a suitable warranty and insurance provider for the new build including cover for the works and structural warranty post-completion. The requirement is for a 12-year policy, including the two-year defect liability period after the practical completion. It must cover both the private sale and social rent units. The policy must protect purchaser deposits if the contractor becomes insolvent before completion, a warranty for the private sale building block (which is attached to an existing already insured Private Accommodation Building), and appropriate for both UK and overseas purchasers. Preliminary market engagement: The Council is commencing preliminary market engagement as of 10 August 2026. A preliminary market engagement document and questionnaire have been developed and are available for prospective tenderers, alongside a draft of the scope of services. The preliminary market engagement aims to gather information from the market to help inform the procurement process, and inform the Council's officers of potential suppliers in the market. The questionnaire consists of 12 questions for completion.
