Tender Quality Score

This tender features a clear service description but is significantly hampered by the critical absence of evaluation criteria and a lack of electronic submission, impacting fairness and practicality.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are correctly identified, and the timeline appears reasonable. However, the AI-extracted requirements explicitly state "MANDATORY EXCLUSION GROUNDS: Not explicitly detailed in the provided summaries," which is a significant omission from a legal transparency perspective. The absence of specified evaluation criteria also impacts compliance with principles of transparency.

Missing explicit mandatory exclusion grounds (from AI summary)
Missing evaluation criteria
Clarity70/100

The service description is exceptionally clear, detailing what is included and what is excluded. Technical capability requirements are also well-defined. However, the eligibility requirement "Be a suitably experienced and capable provider" is vague, and the explicit absence of evaluation criteria significantly reduces overall clarity for potential bidders.

Vague eligibility requirement
Missing evaluation criteria
Completeness70/100

Basic information (title, organization, reference, value, duration, dates, location) is comprehensively provided. Documents are listed as available. However, the tender lacks complete definition of all requirements, specifically the explicit mandatory exclusion grounds and, critically, the evaluation criteria.

Missing explicit mandatory exclusion grounds (from AI summary)
Missing evaluation criteria
Fairness45/100

The estimated value is disclosed, and the service description does not appear tailored to a specific company. However, the explicit absence of evaluation criteria makes the tender process opaque and inherently unfair, as bidders cannot understand the basis of selection. Furthermore, the automated check indicates "No e-submission," which limits equal access and participation, especially in 2026.

Missing evaluation criteria
No e-submission
Practicality55/100

Key practical details like contract start date, duration, and estimated value are clearly specified. However, the lack of electronic submission ("No e-submission" flagged) is a significant practical drawback and outdated for a 2026 tender, potentially increasing administrative burden for bidders.

No e-submission
Data Consistency90/100

The provided data is largely consistent and logical. Key fields are populated, and there are no reported disputes or suspensions. Minor omissions like "Liable Person" and specific codes for Type/Procedure do not significantly impact overall consistency.

"Liable Person" field empty
Type/Procedure codes empty
Sustainability50/100

The core service itself, providing housing support for homeless individuals with complex needs, inherently addresses significant social aspects. This is a strong positive. However, the tender does not explicitly include additional green procurement criteria, innovation focus, or broader social value criteria beyond the direct service delivery, as flagged by the automated checks. It is also not EU funded.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear and detailed service description, including scope and exclusions.
All basic tender information (title, reference, organization, value, duration, dates, location) is provided.
CPV code is appropriate, and the procedure type is clearly stated.
Estimated value is disclosed, promoting transparency.
The service inherently addresses a critical social need.

Concerns

Critical absence of explicit evaluation criteria, severely impacting fairness and clarity.
Lack of explicit mandatory exclusion grounds in the AI-extracted requirements.
No electronic submission option, which is outdated and limits accessibility.
Vague eligibility requirement ("suitably experienced and capable provider").
Absence of explicit green, innovation, or additional social value criteria beyond the core service.

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Ensure all mandatory exclusion grounds are explicitly detailed in the tender documents.
3. Implement an electronic submission platform to modernize the process and enhance accessibility.
