Tender Quality Score

This is a preliminary market engagement notice for a significant framework, demonstrating strong sustainability commitments and clear scope, but lacking critical procedural and evaluation details.

Score Breakdown

Legal Compliance75/100

The tender is in the 'planning' stage, which explains the absence of a defined procedure type and specific mandatory exclusion grounds. The CPV code is appropriate, and there are no disputes. However, the missing procedure type and reveal date are notable gaps for full legal transparency, even at this preliminary stage.

Undefined procedure type
Missing reveal date
Clarity80/100

The description of the scope for hardware, software, and associated services is exceptionally clear and detailed. The AI-extracted requirements are comprehensive and well-categorized. However, the complete absence of evaluation criteria is a significant clarity issue, preventing potential bidders from understanding how their submissions will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information, including title, reference, organization, estimated value, duration, and deadlines, is provided. Requirements are well-defined. However, the tender lacks a specified procedure type, reveal date, and, critically, evaluation criteria, which are essential for a comprehensive tender package.

Missing procedure type
Missing reveal date
Fairness75/100

The tender benefits from a very long submission period (over 8 months from today's date) and the 'Divided into Parts' characteristic, which promotes broader market participation. The requirements are generic and broad, not tailored to a specific company. However, the absence of evaluation criteria and the lack of e-submission capabilities significantly detract from transparency and equal access.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date and duration are clearly specified. However, the absence of electronic submission (e-submission) is a significant practical drawback in modern procurement. Additionally, one of the listed tender documents failed to download, which is a minor practical impediment.

No e-submission
One tender document failed to download
Data Consistency80/100

Dates provided are logical and consistent, with no reported suspensions or disputes. However, key fields such as the specific procedure type and liable person are unpopulated, indicating some data incompleteness, though this is partially mitigated by the 'planning' status.

Missing procedure type
Missing liable person
Sustainability90/100

This tender demonstrates an excellent commitment to sustainability, explicitly aligning with Carbon Net Zero, Sustainability, and Circular IT objectives, including the provision of new or refurbished devices and recycling services. It also incorporates social aspects through 'Assistive Technology or Technology Enabled Care'. While innovation is implied, explicit innovation criteria could be further detailed.

Innovation focus could be more explicit

Strengths

Very clear and comprehensive description of scope
Strong emphasis on environmental sustainability (CNZ, Circular IT, recycling) and social aspects (Assistive Technology)
High estimated value and 'Divided into Parts' characteristic promotes broad market participation
Very reasonable submission deadline from today's date, allowing ample preparation time
Detailed technical capability requirements

Concerns

Critical information missing: specific procedure type, reveal date, and liable person
Absence of evaluation criteria is a significant drawback for clarity and fairness
Lack of electronic submission (e-submission) is a practical and fairness concern
One listed document failed to download

Recommendations

1. Clearly define the procurement procedure type and provide the reveal date in subsequent notices to ensure full legal compliance and transparency.
2. Publish preliminary evaluation criteria as soon as possible to guide potential bidders and enhance fairness and clarity.
3. Implement electronic submission capabilities to improve practicality, efficiency, and equal access for all potential suppliers.
