European Public Procurement Market Report, Q3 2026

Figures from the Tendly tender database as of 6 October 2026. 22 European markets; Australia, New Zealand, NATO and the EU institutions are outside this edition. Values are buyers' published estimates in euro at ECB reference rates of 30 September 2026.

How to read the figures

A "competition" is a notice not identified as an award or pre-procurement notice; award notices and pre-procurement notices (market engagement, prior information, market dialogues) are identified from status fields and names where the feed carries them (United Kingdom, Germany, Lithuania, Finland) and counted separately in the Overview tab. Other feeds may still hold notices of those kinds. "Recorded value" is the buyer's published estimate; a missing value means none was recorded. "Recorded estimates below €500M" (called core value in tables) applies a size filter that removes the largest estimates, most of them framework ceilings; smaller ceilings remain, and the figure is a sum of estimates, not spend or available revenue. Growth compares Q3 with Q2 2026 on the 9 markets with continuous coverage through both quarters (Estonia, Latvia, Lithuania, Poland, United Kingdom, Denmark, Finland, Norway and Netherlands), which hold 18.9% of the quarter's competitions.

competitions recorded in Q3 2026 across 22 markets; plus 7,394 award and 1,066 pre-procurement notices
€167.4bn
recorded estimates below €500M; €267.9bn including 100 framework-scale notices
1 in 6
competitions gave bidders under two weeks (15.8% of 143,591 closed in the quarter, 21 markets)
32,270
Q3 competitions with a deadline after 6 October 2026, not cancelled (Q4 outlook tab)

Three findings and what to do with them

  1. Volume is concentrated, and volume is not opportunity. Greece, Germany and Spain published 108,037 of the 190,342 competitions recorded, 56.8%. That is the notice flow, not the share of notices relevant to any one supplier; the sector-by-market tables and the country-sector matrix in the Sectors tab are the place to read relevance. Action: decide market entry from your sector's row, not from the national total.
  2. Budget coverage varies sharply between markets. The United Kingdom and Spain account for €74.5bn of the €167.4bn recorded estimates below €500M. Germany published 35,260 competitions and a value is recorded on 5.5% of them. Action: filter by budget in Spain and the United Kingdom; filter by CPV and region in Germany. A priced subset is not a sample of the market.
  3. Time to bid is the hidden constraint. Across the 21 markets with usable notice dates, 1 in 6 competitions that closed in the quarter (15.8%) gave bidders under two weeks; the median window runs from 12 days in Lithuania to 60 days in Netherlands. Action: set alerts on publication day and keep qualification documents ready before notices appear.

Growth statements in this report rest on the 9 comparable markets, which hold 18.9% of Q3 competitions. They describe those markets, not the whole footprint.

Advice for suppliers
  • Set alerts on publication day. 15.8% of competitions on the measured markets closed within two weeks of publication, and the median window in Portugal, Czechia and Lithuania is about two weeks.
  • Filter by budget only where a value is usually recorded: Spain, Portugal, Greece, Estonia, United Kingdom, Sweden and Denmark record one on three quarters or more of competitions; Ireland and Norway on half to three quarters. In Germany, France, Poland, Belgium and Switzerland between 0.0% and 18.6% of competitions carry a recorded value, so a budget filter hides most of the market.
  • Match the market to the contract size you sell: 83.6% of priced competitions across the footprint are under €500k (72.8% outside Greece), and the share ranges from 18.4% to 97.9% by market. Read the bands with the priced share of each market.
  • Start the Q4 shortlist from the 32,270 Q3 competitions with a deadline after 6 October 2026 (Q4 outlook tab), checking each notice on its register first.
Advice for procurement teams
  • Bidding windows of under two weeks are common in Lithuania (62.9% of competitions), Czechia (52.4%) and Portugal (46.7%); Netherlands, Switzerland, Norway, Luxembourg, Sweden, France and Denmark give a median of 34 days or more.
  • A recorded estimated value is present on three quarters or more of competitions in 7 markets and on fewer than one in four in 8 markets. Where the register allows it, publishing the estimate lets bidders self-select by size.
  • 26.0% of deadlines fall on a Monday. A Tuesday or Wednesday deadline gives bidders a working day to resolve submission problems.
Advice for decision makers
  • Three markets (Greece, Germany, Spain) hold 56.8% of the competition flow; the United Kingdom and Spain hold 44.5% of recorded estimates below €500M. Market entry decisions should be made on the sector rows in the Sectors tab, not on national totals.
  • The 9 comparable markets (18.9% of Q3 competitions) contracted -1.6% quarter on quarter; within them, September (11,771) was +1.2% on August. Across all 22 markets September reached 64,910 competitions, +18.1% on August; the two populations differ and the footprint figure includes markets without a comparable history.
  • Estonia is the only market with a year-on-year read: -15.5% by volume against Q3 2025 (2,335 competitions then, 1,974 now), with recorded value up +13.2% on Q2: Tervisekassa rose from €94.4M to €703.5M, while Riigi Kaitseinvesteeringute Keskus fell from €700.4M to €497.2M.

Volume and recorded value

The 22 markets recorded 190,342 competitions between 1 July and 30 September 2026. 105,282 of them, 55.3%, carry a recorded estimated value. After the value screens, 105,237 priced competitions remain, and their values total €267.9bn; 100 notices at or above €500M, most of them British framework agreements whose value is a ceiling rather than committed spend, account for €100.5bn. The recorded estimates below €500M total €167.4bn. 2 notices whose values were shown to be wrong (€4.1bn together) are excluded from every value figure.

Both figures are buyers' published estimates, not spend. The steps from all recorded values to these two figures are in the box below.

How the reported values were calculated

Greece alone contributed 46,597 competitions, 24.5% of the footprint, with a median recorded value of €7k: the Greek feed carries small-purchase invitations that other registers do not publish as tenders. Excluding Greece, the footprint recorded 143,745 competitions and €157.6bn of recorded estimates below €500M.

United Kingdom values: of two notices checked against the official register, one is stored with 20% VAT included and one without. The share of British values that include VAT is unknown, so they may be overstated by up to a fifth where VAT was included. Notice counts are counts of notices, not of procurement procedures: one framework can be published more than once.

From €10.4tn of recorded values to the €167.4bn headline value

Step 1, in trillions: the cap at €5bn

Step 2, in billions: the remaining screens

€10.1tn sits in 27 notices at or above €5bn, excluded pending verification; that one cap takes €10.4tn of recorded estimates down to €278.4bn, and the remaining screens take it to the €167.4bn the report works with. The two charts share no scale: the first is in trillions, the second in billions.

Population: 190,342 competitions, Q3 2026.

Step Recorded value
All recorded estimates on Q3 competitions €10,383.6bn
Less: values at or above €5bn, excluded pending verification −€10,105.2bn
Under €5bn €278.4bn
Less: catalogues and frameworks with a deadline more than 12 months after publication −€6.4bn
Less: values shown to be wrong −€4.1bn
Retained recorded value €267.9bn
Less: notices at or above €500M (size filter; most are framework ceilings) −€100.5bn
Recorded estimates below €500M (the value basis of this report) €167.4bn

The notice-type table applies only the €5bn cap, which is why its competition value differs from the retained value here.

Values shown to be wrong, removed from every figure

Market Notice ID Recorded value Reason
Greece 1786611206 €2.4bn value not credible for a short-notice Greek invitation
Spain 1359559291 €1.7bn value is 100 times the base budget of the official notice (€16,754,259.84 before VAT, estimated value €20,105,111.81; contrataciondelestado.es, document checked 2 Oct 2026)

Three populations: competitions, pre-procurement notices, award notices

Four feeds mix notice types. The United Kingdom, Germany and Lithuania carry a status that identifies award notices (their "deadline" is the award date), the United Kingdom also marks planning notices, and Finland writes the type in the title. Every figure in this report except this table is computed on competitions.

Population Q3 notices Q2 notices (coverage differs, see note) With recorded value Recorded value (under €5bn, before other screens) Markets where identified
Competitions (headline population) 190,342 190,600 55.3% €278.4bn Greece 46,597, Germany 35,260, Spain 26,180, France 18,907
Pre-procurement notices 1,066 1,060 43.6% €43.8bn United Kingdom 646, Finland 420
Award notices 7,394 9,708 31.9% €15.2bn Germany 4,112, Lithuania 1,655, United Kingdom 1,266, Finland 361

Award notices are 3.7% of all Q3 notices in the footprint and carry €15.2bn of recorded value; including awards and planning notices as tenders would add 1,912 notices to the United Kingdom (1,266 awards and 646 planning notices).

The Q2 column covers only the markets whose feed existed in Q2 and is not comparable with the Q3 column as a total; the comparable nine-market pair is 36,623 to 36,040 competitions. Feeds without a notice-type field may still contain award or planning notices that cannot be identified; "competition" means a notice not identified as an award or pre-procurement notice. The classification rule is applied identically to Q2 and Q3.
